| 2 | | WHEREAS, The members of the Illinois Senate are saddened to | 3 | | learn of the death of Joseph Patrick "Joe" Koval of Staunton, | 4 | | who passed away on March 15, 2020; and
| 5 | | WHEREAS, Joe Koval was born in Mt. Olive to Michael and | 6 | | Anna (Kasalko) Koval on March 16, 1929; he graduated from Mt. | 7 | | Olive Community High School in 1947; he received his Associate | 8 | | of Arts degree from Blackburn College in Carlinville in 1950 | 9 | | and then graduated from the University of Illinois in 1952 with | 10 | | a bachelor's degree in Political Science, continuing his | 11 | | studies and receiving his Bachelor of Laws degree in 1954; he | 12 | | served in the United States Army from 1954 to 1956 with the 5th | 13 | | Armored Victory Division, 81st Medium Tank Battalion; he | 14 | | married Rosemary "Rose" Vidot in Mt. Olive on April 29, 1967; | 15 | | and
| 16 | | WHEREAS, Joe Koval began his career in law by becoming a | 17 | | partner at the Kelsey & Koval law firm in Carlinville in 1958; | 18 | | in 1965, he entered private practice, continuing until 1976; | 19 | | during his early years as a lawyer, he also served as a hearing | 20 | | officer in the Illinois Department of Aeronautics from 1961 to | 21 | | 1969; and | 22 | | WHEREAS, Joe Koval was elected as the state's attorney for |

| 1 | | Macoupin County in 1972; in 1976, he was elected circuit judge | 2 | | and won retention throughout his career until his retirement in | 3 | | December 2006; he was listed as a reputable judge in the | 4 | | Marquis Who's Who; he was an active member of the Macoupin | 5 | | County Bar Association, the Illinois Judges Association, and | 6 | | the American Judicature Society; and | 7 | | WHEREAS, Joe Koval enjoyed hunting and fishing with his | 8 | | brothers, John and Mike; he was an active member of St. | 9 | | Michael's Catholic Church, the Knights of Columbus Lodge, | 10 | | Adopt-a-Pet, and Staunton VFW Post #124; he sponsored several | 11 | | families under the Unbound Charity Foundation and was a sponsor | 12 | | of the Wounded Warrior Foundation; he also gave generously to | 13 | | many other charitable foundations; he was a fan of the St. | 14 | | Louis Cardinals and a member of the Emmylou Harris Fan Club, | 15 | | his favorite country singer; he loved all things related to | 16 | | Charles Schultz and Peanuts and was an afficionado of the TV | 17 | | show Gunsmoke; and
| 18 | | WHEREAS, Joe Koval was preceded in death by his wife, Rose; | 19 | | his parents; his sisters, Lucille Koval and Virginia Morris; | 20 | | and his brothers, John and Michael Koval; and
| 21 | | WHEREAS, Joe Koval is survived by his children, Terri | 22 | | Mrazek, Linda Yingst, Keith Koval, Rhonda Koval, and George | 23 | | (Elizabeth) Koval; 10 grandchildren; 12 great-grandchildren; |

| 1 | | and numerous nieces and nephews and their families; therefore, | 2 | | be it
| 3 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL | 4 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | 5 | | Joseph Patrick "Joe" Koval and extend our sincere condolences | 6 | | to his family, friends, and all who knew and loved him; and be | 7 | | it further
| 8 | | RESOLVED, That a suitable copy of this resolution be | 9 | | presented to the family of Joseph Koval as an expression of our | 10 | | deepest sympathy.
