| 2 | | WHEREAS, The members of the Illinois Senate are saddened to | 3 | | learn of the death of Robert "Bob" Dean Riggins of Coal Valley, | 4 | | who passed away on June 17, 2020; and
| 5 | | WHEREAS, Bob Riggins was born to Clarence and Hazel | 6 | | (Morris) Riggins in Elmer, Missouri on September 1, 1936; he | 7 | | graduated from Aledo High School and then served for four years | 8 | | in the U.S. Air Force, spending over half of that time at | 9 | | Albrook Air Force Station in Panama;
he married Donna Dunn, | 10 | | with whom he had two daughters; after his first marriage ended, | 11 | | he married Janice Louck Armstrong in Joy on July 2, 1967; and
| 12 | | WHEREAS, Bob retired from the International Union of | 13 | | Operating Engineers Local #150; and
| 14 | | WHEREAS, Bob Riggins spent a lot of time in his younger | 15 | | years as a pilot, camping, and catching up on local news at the | 16 | | Maid Rite in Coal Valley; he enjoyed going to the casino and | 17 | | will be remembered for telling a good story; above all else, | 18 | | family was the most important thing to him, and he loved | 19 | | watching his children's and grandchildren's sporting events; | 20 | | and
| 21 | | WHEREAS, Bob Riggins was preceded in death by his parents; |

| 1 | | his stepson, William Todd Armstrong; his son-in-law, Joe | 2 | | Williamson; his daughter-in-law, Julie Armstrong; his | 3 | | grandson, Charles Nicol; and his great-granddaughter, Araceli | 4 | | Canales-Armstrong; and
| 5 | | WHEREAS, Bob Riggins is survived by his wife, Janice; his | 6 | | daughters, Rose (Jeff) Fugate, and Barbara (Robert) Nicol; his | 7 | | son, Robert K. Armstrong; his eight grandchildren; and his | 8 | | eight great-grandchildren; his siblings, Fern Farmer, Karen | 9 | | (Larry) Hartman, Jerry (Nancy) Riggins, and Dale (Sandra) | 10 | | Riggins; therefore, be it
| 11 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL | 12 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
| 13 | | Robert "Bob" Dean Riggins and extend our sincere
condolences to | 14 | | his family, friends, and all who knew and loved
him; and be it | 15 | | further
| 16 | | RESOLVED, That a suitable copy of this resolution be
