| 2 | | WHEREAS, The members of the Illinois Senate are saddened to | 3 | | learn of the death of Otto Ray Rumburg of Silvis, who passed | 4 | | away on August 1, 2020; and
| 5 | | WHEREAS, Otto Rumburg was born in Moline to Julius and | 6 | | Barbara (Gullett) Rumburg on January 28, 1937; in high school, | 7 | | he played tennis and was the captain of the basketball team in | 8 | | Blue Island; he married Glenda "Lin" Meeker in Nashua, Iowa on | 9 | | August 4, 1989; he served in the U.S. Marines from 1954 to | 10 | | 1957; and
| 11 | | WHEREAS, Otto Rumburg worked at Moline Consumers Company | 12 | | and drove a school bus in his earlier years; he joined the | 13 | | Silvis Police Department in August of 1962; during his career, | 14 | | he oversaw firearms training and was involved in helping set up | 15 | | its gun practice range in 1976; he picked up the moniker | 16 | | "bullet-man" after he began making practice bullets in his | 17 | | basement as a hobby, which saved the police department money; | 18 | | his bullet-making operation eventually moved to city hall; he | 19 | | accepted the Policeman of the Year award on behalf of the | 20 | | entire Silvis Police Department in January of 1967; he retired | 21 | | in 1987; after retiring, he worked for Standard Forwarding as a | 22 | | driver and later as a delivery driver for local companies; and

| 1 | | WHEREAS, Otto Rumburg was an avid fisherman and took yearly | 2 | | trips to Canada to fish with friends; he was a fan of Harleys, | 3 | | NASCAR, and the Chicago Cubs; he enjoyed shooting trap, golfing | 4 | | with his best friends, and playing euchre with his son Tim; he | 5 | | loved his dogs Duffy and Izzy and loved spending time with his | 6 | | family above all; and
| 7 | | WHEREAS, Otto Rumburg was preceded in death by his parents | 8 | | and his son, Timothy Rumburg; and
| 9 | | WHEREAS, Otto Rumburg is survived by his wife; his sons, | 10 | | Dan (Rita) Rumburg, Steve (Michelle) Rumburg, and James | 11 | | Robinson; his daughters, Barb (Dan) Morgan, Roberta (Kevin) | 12 | | Saathoff, and Heather Keag; his grandchildren, Elizabeth | 13 | | Morgan, Shelly Morgan, Ryne Schroeder, Chase Schroeder, | 14 | | Mallory (Justin) Harvey, Josey (Bryan Kern) Rumburg, Stephenie | 15 | | (Matt Oaks) Rumburg, Dakota Rumburg, Cameron Mortell, Devin | 16 | | Mortell, and Autumn Reeves; seven great-grandchildren; his | 17 | | honorary daughters-in-law, Karen DeKezel and Jennifer Mortell; | 18 | | and his brother, Robert (Pat) Rumburg; therefore, be it
| 19 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL | 20 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | 21 | | Otto Ray Rumburg and extend our sincere condolences to his | 22 | | family, friends, and all who knew and loved him; and be it | 23 | | further
