| 2 | | WHEREAS, The members of the Illinois Senate are saddened to | 3 | | learn of the death of Russell J. Wignall of Rock Island, who | 4 | | passed away on August 22, 2020; and
| 5 | | WHEREAS, Russell Wignall was born in Moline to Russell B. | 6 | | and Mildred G. Walton Wignall on April 14, 1945; he earned his | 7 | | associate's degree from Black Hawk College; he served in the | 8 | | U.S. Army during the Vietnam War; he married Barbara Beckman in | 9 | | Fort Devens, Massachusetts on February 18, 1966; and
| 10 | | WHEREAS, Russell Wignall worked as a letter carrier for the | 11 | | U.S. Postal Service in Rock Island for 33 years; and
| 12 | | WHEREAS, Russell Wignall served in several positions, | 13 | | including as secretary for the local Metternich branch #292 of | 14 | | the National Association of Letter Carriers (NALC) for over 20 | 15 | | years; he was a gold card member of the NALC and Metternich | 16 | | branch #292; he was also a member of the Vietnam Veterans of | 17 | | America (VVA) #669, American Veterans (AMVETS), Disabled | 18 | | American Veterans (DAV), American Legion Post 200, and Veterans | 19 | | of Foreign Wars (VFW) #1303; and
| 20 | | WHEREAS, Russell Wignall enjoyed music, dancing, studying | 21 | | and reading about history, and antiquing; he was a devoted |

| 1 | | Chicago Cubs fan; he loved spending time with his family; and
| 2 | | WHEREAS, Russell Wignall was preceded in death by his | 3 | | parents and his brother, Ron Wignall; and
| 4 | | WHEREAS, Russell Wignall is survived by his wife, Barb | 5 | | Wignall; his children, Thom (Christy) Wignall, Jane (Steve) | 6 | | Mooney, Jill (Bob) Nesseler, and Jim (Meghan) Wignall; his | 7 | | grandchildren, Courtney, Andrew, Evan, Molly, Jack, Elizabeth, | 8 | | Conner, and Owen; his great-grandchildren, Ani, Silas, and | 9 | | Luca; and his brother, Jerry (Sue) Wignall; therefore, be it
| 10 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL | 11 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | 12 | | Russell J. Wignall and extend our sincere condolences to his | 13 | | family, friends, and all who knew and loved him; and be it | 14 | | further
