| 2 | | AMENDMENT NO. ______. Amend House Bill 234 by replacing | 3 | | everything after the enacting clause with the following:
| 4 | | "Section 5. The School Code is amended by adding Section | 5 | | 27-20.08 as follows: | 6 | | (105 ILCS 5/27-20.08 new) | 7 | | Sec. 27-20.08. Media literacy. | 8 | | (a) In this Section, "media literacy" means the ability to | 9 | | access, analyze, evaluate, create, and communicate using a | 10 | | variety of objective forms, including, but not limited to, | 11 | | print, visual, audio, interactive, and digital texts. | 12 | | (b) Beginning with the 2022-2023 school year, every public | 13 | | high school shall include in its curriculum a unit of | 14 | | instruction on media literacy. The unit of instruction shall | 15 | | include, but is not limited to, all of the following topics: | 16 | | (1) Accessing information: Evaluating multiple media |

| 1 | | platforms to better understand the general landscape and | 2 | | economics of the platforms, as well as issues regarding | 3 | | the trustworthiness of the source of information. | 4 | | (2) Analyzing and evaluating media messages: | 5 | | Deconstructing media representations according to the | 6 | | authors, target audience, techniques, agenda setting, | 7 | | stereotypes, and authenticity to distinguish fact from | 8 | | opinion. | 9 | | (3) Creating media: Conveying a coherent message using | 10 | | multimodal practices to a specific target audience. This | 11 | | may include, but is not limited to, writing blogs, | 12 | | composing songs, designing video games, producing | 13 | | podcasts, making videos, or coding a mobile or software | 14 | | application. | 15 | | (4) Reflecting on media consumption: Assessing how | 16 | | media affects the consumption of information and how it | 17 | | triggers emotions and behavior. | 18 | | (5) Social responsibility and civics: Suggesting a | 19 | | plan of action in the class, school, or community to | 20 | | engage others in a respectful, thoughtful, and inclusive | 21 | | dialogue over a specific issue using facts and reason. | 22 | | (c) The State Board of Education shall determine how to | 23 | | prepare and make available instructional resources and | 24 | | professional learning opportunities for educators that may be | 25 | | used for the development of a unit of instruction under this | 26 | | Section.
