SYNOPSIS AS INTRODUCED:
 
625 ILCS 5/2-130 new

    Amends the Illinois Vehicle Code. Provides that the Secretary of State shall conduct a study on the feasibility of allowing the use of digital electronic license plates on passenger and commercial vehicles registered in the State. Provides that the report shall include information on the following areas: (1) jurisdictions currently offering digital electronic license plates for passenger vehicles and their creation and implementation comments; (2) jurisdictions currently offering digital electronic license plates for commercial vehicles; (3) cost of implementation and issuance in Illinois for both passenger and commercial vehicles; and (4) any benefits or deterrents to electronic vehicle registration. Provides that the report shall also examine and provide jurisdictional information concerning: (i) interaction with law enforcement and automated license plate readers; (ii) oversight of messaging on digital electronic license plates; and (iii) any other information the Secretary deems pertinent to the report. Provides that the Secretary of State shall update the report issued in 2016, pursuant to Senate Joint Resolution 11 of the 99th General Assembly, regarding the issuance of an electronic driver's license to eligible drivers. Provides that the report shall include, but not be limited to: (1) advancements in technology since the initial report; (2) production information on other states offering an electronic driver's license to qualified drivers in their jurisdictions; and (3) cost and timeline to implement an electronic driver's license program in Illinois. Requires that the reports be filed with the General Assembly by July 1, 2022. Repeals the provisions on January 1, 2023. Effective immediately.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by adding
5Section 2-130 as follows:
 
6    (625 ILCS 5/2-130 new)
7    Sec. 2-130. Digital electronic license plate and driver's
8license studies.
9    (a) The Secretary of State shall conduct a study on the
10feasibility of allowing the use of digital electronic license
11plates on passenger and commercial vehicles registered in
12Illinois. This report shall include information on the
13following areas: (1) jurisdictions currently offering digital
14electronic license plates for passenger vehicles and their
15creation and implementation comments; (2) jurisdictions
16currently offering digital electronic license plates for
17commercial vehicles; (3) cost of implementation and issuance
18in this State for both passenger and commercial vehicles; and
19(4) any benefits or deterrents to digital electronic vehicle
20registration. The report shall also examine and provide
21jurisdictional information concerning: (i) interaction with
22law enforcement and automated license plate readers; (ii)
23oversight of messaging on digital electronic license plates;

2to the report.
3    This report and its findings may be combined with the
4report and findings required under subsection (b) regarding
5electronic driver's licenses. The Secretary shall submit the
6report and its findings to the General Assembly on or before
7July 1, 2022.
8    (b) Pursuant to the adoption of Senate Joint Resolution 11
9of the 99th General Assembly, the Secretary of State's Office
10organized the Electronic Driver's License Task Force and
11produced a report to the General Assembly on April 21, 2016
12concerning the feasibility of offering an electronic driver's
13license. The report recommended the Secretary of State further
14monitor advancements in technology pertaining to the creation
15and implementation of electronic driver's licenses.
16    The Secretary of State shall update the findings of the
17original report to the General Assembly issued in 2016
18regarding the issuance of an electronic driver's license to
19eligible drivers. This report shall include, but not be
20limited to: (1) advancements in technology since the initial
21report; (2) production information on other states offering an
22electronic driver's license to qualified drivers in their
23jurisdictions; and (3) cost and timeline to implement an
24electronic driver's license program in this State.
25    This report and its findings may be combined with the
26report and findings required under subsection (a) regarding

3findings to the General Assembly on or before July 1, 2022.
4    (c) This Section is repealed on January 1, 2023.
 
5    Section 99. Effective date. This Act takes effect upon
6becoming law.
