AMENDMENT TO HOUSE BILL 594

2    AMENDMENT NO. ______. Amend House Bill 594 as follows:
 
3on page 2, line 25, after the period, by inserting
4"Nominations for prospective Council members shall reflect the
5racial and gender diversity of this State and shall represent
6a diverse grouping of age distribution."; and
 
7on page 4, by replacing lines 15 through 18 with the following:
8        "(2) at least 16 years of age and younger than 21 years
9    of age, except that if the member turns 21 years of age
10    during his or her term, such member shall be allowed to
11    complete the term."; and
 
12on page 4, by replacing lines 19 through 23 with the following:
13        "(3) be a student enrolled at a high school or a
14    graduate from a high school with a diploma or a GED."; and

1on page 5, by replacing line 17 with "(3) vote as a Council
2position on any matter pending before the General"; and
 
3on page 5, line 24, by deleting "and"; and
 
4by replacing line 25 on page 5 through line 2 on page 6 with
5the following:
6        "(6) conduct periodic seminars for members of the
7    Council concerning leadership, government, and the General
8    Assembly;
9        (7) collaborate with other established youth advisory
10    commissions or councils, or any other commission or
11    council as necessary within the State of Illinois; and
12        (8) attend trainings, educational seminars, and other
13    relevant educational events as approved by the Council.";
14    and
 
15on page 6, by replacing lines 4 through 13 with the following:
16    "(a) On or before September 1 of each year, the Chair of
17the Council, or a committee formed by the Chair, shall notify
18all high schools, colleges, and universities in this State,
19and make a reasonable effort to also notify community-based
20youth organizations, civic institutions, and units of
21government, that the time for applying to become a member of
22the Council is open, and shall expire on October 31st. The
23notice shall include the requirements for membership and a

1copy of the application.
2    (b) Upon receiving notice that the application period is
3open, any entity provided notice under subsection (a) shall
4make reasonable attempts to notify interested students of the
5Council."; and
 
6on page 7, by replacing line 4 with "lodging, the printing of
7the required annual report, Council approved trainings,
8educational seminars, and other relevant educational events,
9and any other reimbursements approved by the Council. The";
10and
 
11on page 7, line 6, by replacing "shall" with "may"; and
 
12on page 7, by replacing lines 13 through 23 with the following:
 
13    "Section 55. Illinois Legislative Youth Advisory Council
14Fund. The Illinois Legislative Youth Advisory Council Fund is
15created as a special fund in the State treasury. All moneys in
16the Fund shall be used to reimburse Council members for actual
17expenses incurred in traveling to Council meetings, including
18travel, food, and lodging, and other expenses such as printing
19the annual report, Council approved trainings, educational
20seminars, and other relevant educational events, and any other
21reimbursements approved by the Council in compliance with
22Section 50 of this Act. The moneys in the Illinois Legislative

1Youth Advisory Council Fund are subject to appropriation by
2the General Assembly. The Illinois Legislative Youth Advisory
3Council Fund may accept private donations and gifts.".
