AMENDMENT TO HOUSE BILL 832

2    AMENDMENT NO. ______. Amend House Bill 832, AS AMENDED, by
3replacing everything after the enacting clause with the
4following:
 
5    "Section 5. The Illinois Literacy Act is amended by
6changing Section 20 as follows:
 
7    (15 ILCS 322/20)
8    Sec. 20. Illinois Literacy Council.
9    (a) The Council shall facilitate the improvement of
10literacy levels of Illinois citizens by providing a forum from
11which representatives from throughout the State can promote
12literacy, share expertise, and recommend policy.
13    (b) The Council shall be appointed by and be responsible
14to the Governor. The Secretary of State shall serve as
15chairman. The Council shall advise the Governor and other
16agencies on strategies that address the literacy needs of the

1State, especially with respect to the needs of workplace
2literacy, family literacy, program evaluation, public
3awareness, and public and private partnerships.
4    (c) The Council will determine its own procedures and the
5number, time, place, and conduct of its meetings. It shall
6meet at least 4 times a year. The Council may be assisted in
7its activities by the Literacy Office. Council members shall
8not receive compensation for their services.
9    (d) The Council's membership shall consist of
10representatives of public education, public and private sector
11employment, labor organizations, community literacy
12organizations, libraries, volunteer organizations, the Office
13of the Secretary of State, the Department of Commerce and
14Economic Opportunity, the Illinois Community College Board,
15the Department of Employment Security, the Department of Human
16Services, the State Board of Education, and the Department of
17Corrections, and the Prairie State 2000 Authority.
18    (e) The Council members representing State agencies shall
19act as an interagency coordinating committee to improve the
20system for delivery of literacy services, provide pertinent
21information and agency comments to Council members, and
22implement the recommendations forwarded by the Council and
23approved by the Governor.
24    (f) The Secretary of State, in consultation with the
25Council, shall expend moneys to perform Council functions as
26authorized by this Act from the Literacy Advancement Fund, a

1special fund hereby created in the State Treasury. All moneys
2received from an income tax checkoff for the Literacy
3Advancement Fund as provided in Section 507I of the Illinois
4Income Tax Act shall be deposited into the Fund.

6    Section 10. The Department of Commerce and Economic
7Opportunity Law of the Civil Administrative Code of Illinois
8is amended by changing Sections 605-460 and 605-1007 as
9follows:

11    Sec. 605-460. Engineering excellence program.
12    (a) Coordination between engineering schools and private
13business is an important tool in fostering innovation.
14Universities have eager students, experienced faculty, and
15state-of-the-art research facilities. Businesses have existing
16markets, production capital, and evolving needs. The General
17Assembly believes that universities and businesses should
18share resources to allow students to participate in the
19research and development area of innovative design and to
20allow businesses to benefit from the developing skills of
21these students.
22    (b) In order to facilitate engineering excellence, the
23Department may shall develop a program to achieve the goals
24set forth in subsection (a). Under this program, the

1Department may must:
2        (1) Annually contact the State's major public and
3    private universities with engineering schools.
4        (2) Request a one-page written summary of the
5    internship, externship, or residency programs operated by
6    the engineering college of each of the contacted
7    universities.
8        (3) Identify the manufacturing businesses within 50
9    miles of each university that responded under paragraph
10    (2) that could benefit from assistance in the area of
11    innovative design.
12        (4) Send a letter to each manufacturer identified
13    under paragraph (3), informing it of the university's
14    program and advising the business to contact the
15    university if it wishes to participate in the engineering
16    school's program.
17    (c) The Department may shall adopt rules for the
18implementation of this Section.

21    Sec. 605-1007. New business permitting portal.
22    (a) By July 1, 2017, the Department shall, subject to
23appropriation, create and maintain, in consultation with the
24Department of Innovation and Technology, a website to help
25persons wishing to create new businesses or relocate

1businesses to Illinois. The Department shall consult with at
2least one organization representing small businesses in this
3State while creating the website.
4    (b) The website shall include:
5        (1) an estimate of license and permitting fees for
6    different businesses;
7        (2) State government application forms for business
8    licensing or registration;
9        (3) hyperlinks to websites of the responsible agency
10    or organization responsible for accepting the application;
11    and
12        (4) contact information for any local government
13    permitting agencies that may be relevant.
14    (c) The Department shall contact all agencies to obtain
15business forms and other information for this website. Those
16agencies shall respond to the Department before July 1, 2016.
17    (d) The website shall also include some mechanism for the
18potential business owner to request more information from the
19Department that may be helpful in starting the business,
20including, but not limited to, State-based incentives that the
21business owner may qualify for when starting or relocating a
22business.
23    (e) The Department shall update the website at least once
24a year before July 1. The Department shall request that other
25State agencies report any changes in applicable application
26forms to the Department by June 1 of every year after 2016.

4    Section 40. The Bikeway Act is amended by changing Section
54 as follows:

7    Sec. 4. In expending funds available for purposes of this
8Act, the Department shall cooperate with municipalities,
9townships, counties, road districts, park districts and other
10appropriate agencies and organizations and, where possible and
11practicable, shall allocate its expenditures among the several
12regions of the State, proportionally to the bicycling
13population.
14    The Secretary of Transportation shall serve as chairman of
15and shall at least quarterly convene an interagency council on
16the bikeways program, comprised of the Director of Natural
17Resources, the Director of Commerce and Economic Opportunity
18or his or her designee, the State Superintendent of Education,
19a county engineer or county superintendent of highways chosen
20by the statewide association of county engineers, a
21representative of the Cook County Forest Preserve District,
22and the Secretary of Transportation, for the purpose of
23determining policy and priorities in effectuating the purposes
24of this Act.

2    Section 99. Effective date. This Act takes effect upon
3becoming law.".
