AMENDMENT TO HOUSE BILL 848

2    AMENDMENT NO. ______. Amend House Bill 848 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Illinois Lottery Law is amended by
5changing Section 21.13 as follows:
 
6    (20 ILCS 1605/21.13)
7    Sec. 21.13. Scratch-off for Alzheimer's care, support,
8education, and awareness.
9    (a) The Department shall offer a special instant
10scratch-off game for the benefit of Alzheimer's care, support,
11education, and awareness. The game shall commence on January
121, 2020 or as soon thereafter, at the discretion of the
13Director, as is reasonably practical, and shall be
14discontinued on January 1, 2025 2022. The operation of the
15game shall be governed by this Act and any rules adopted by the
16Department. If any provision of this Section is inconsistent

1with any other provision of this Act, then this Section
2governs.
3    (b) The net revenue from the Alzheimer's care, support,
4education, and awareness scratch-off game shall be deposited
5into the Alzheimer's Awareness Fund.
6    Moneys received for the purposes of this Section,
7including, without limitation, net revenue from the special
8instant scratch-off game and from gifts, grants, and awards
9from any public or private entity, must be deposited into the
10Fund. Any interest earned on moneys in the Fund must be
11deposited into the Fund.
12    For the purposes of this subsection, "net revenue" means
13the total amount for which tickets have been sold less the sum
14of the amount paid out in the prizes and the actual
15administrative expenses of the Department solely related to
16the scratch-off game under this Section.
17    (c) During the time that tickets are sold for the
18Alzheimer's care, support, education, and awareness
19scratch-off game, the Department shall not unreasonably
20diminish the efforts devoted to marketing any other instant
21scratch-off lottery game.
22    (d) The Department may adopt any rules necessary to
23implement and administer the provisions of this Section.
