AMENDMENT TO HOUSE BILL 1567

2    AMENDMENT NO. ______. Amend House Bill 1567 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Governor's Office of New Americans Act is
5amended by changing Sections 5 and 10 as follows:
 
6    (15 ILCS 55/5)
7    Sec. 5. Governor's Office of New Americans.
8    (a) The Office of New Americans is hereby created in the
9Office of the Governor. The Office of New Americans shall
10maintain and continue to develop on behalf of the people of the
11State of Illinois a New Americans Immigrant Policy that builds
12upon the strengths of immigrants, their families, and their
13institutions, and expedites their journey towards
14self-sufficiency. The policy developed by the Office shall
15enable State government to more effectively assist immigrants
16in overcoming barriers to success and shall facilitate host

1communities' ability to capitalize on the assets of their
2immigrant populations.
3    (b) The Governor's Office of New Americans shall have the
4following duties:
5        (1) to welcome and support immigrants and refugees in
6    the State of Illinois;
7        (2) to promote and support immigrant and refugee
8    integration into the social, cultural, economic, and civic
9    life of the United States;
10        (3) to ensure access to quality English language
11    learning programs that support the successful integration
12    of immigrant adults;
13        (4) to coordinate the efforts of State, federal, and
14    local entities to support the effective social, economic,
15    linguistic, and civic integration of immigrants, refugees,
16    and the children of immigrants and refugees;
17        (5) to provide advice and leadership to the Governor,
18    members of the General Assembly, and other State
19    government officials on the challenges and opportunities
20    facing such entities with respect to immigrant and refugee
21    integration;
22        (6) to evaluate the scale, quality, and effectiveness
23    of State initiatives with respect to immigrant and refugee
24    social and economic integration;
25        (7) to identify the anticipated effects of new State
26    government policies on integration efforts and provide

1    strategic advice to the Governor on how to address
2    effects, gaps, and needs created by such policies;
3        (8) to ensure the inclusion of the perspectives of
4    immigrants and refugees with respect to paragraphs (1)
5    through (7);
6        (9) to develop a coordinated New Americans Plan for
7    the State that responds effectively and comprehensively to
8    immigrant and refugee integration issues, and includes
9    policy recommendations; and
10        (10) to submit to the Governor and the General
11    Assembly the New Americans Plan annual report, describing
12    the activities, accomplishments, and recommendations of
13    the Office.
14    (c) The Governor's Office of New Americans shall identify
15strategic partnerships with State agencies under the
16jurisdiction of the Governor in an effort to implement best
17practices, policies, and procedures and make recommendations
18for statewide policy and administrative changes. The
19Governor's Office of New Americans shall also monitor
20completion of New Americans Plans at each State agency level.

24Plans. Each State agency under the jurisdiction of the
25Governor shall develop a New American Plan that incorporates

1effective training and resources, ensures language access and
2culturally and linguistically competent and appropriate
3services, and includes administrative practices that reach out
4to and reflect the needs of the immigrant refugees populations
5and populations with limited English proficiency. Each State
6agency under the jurisdiction of the Governor shall integrate
7guidance and recommendations made by the Governor's Office of
8New Americans statewide plan consider the New Americans
9Immigrant Policy Council's recommendations in creating the
10agency's plans. Agency plans shall should be submitted to the
11Governor's Office of New Americans Governor for approval.
