1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Counties Code is amended by adding Section
55-1186 as follows:
 
6    (55 ILCS 5/5-1186 new)
7    Sec. 5-1186. COVID-19 business relief; waiver of business
8fees, costs, and licensing. Notwithstanding any other
9provision of law, a county board or board of county
10commissioners may, by resolution, waive or provide credit for
11any application or permit costs, fees or other licensing or
12registration costs for businesses, including, but not limited
13to, professional or business licensing, liquor licenses,
14construction, insurance, sales, builders, contractors, food
15service, delivery, repair, consultation, legal services,
16accounting, transportation, manufacturing, technology,
17assembly, tourism, entertainment, or any business, industry,
18or service the county is permitted by law to regulate or
19license.
20    A waiver of business fees or costs shall be subject to an
21application or review process and a demonstration of need
22based upon any financial or logistical hardship as a result of
23the COVID-19 pandemic.

1    Any such waiver or credit shall not be construed to apply
2to any of the business and licensing costs of the State or any
3of its agencies or departments and is not an exemption from
4safety, health, or regulatory requirements or inspections of a
5county, municipality, or the State.
 
6    Section 10. The Illinois Municipal Code is amended by
7adding Section 11-42-17 as follows:
 
8    (65 ILCS 5/11-42-17 new)
9    Sec. 11-42-17. COVID-19 business relief; waiver of
10business fees, costs, and licensing. Notwithstanding any other
11provision of law, the corporate authorities of a municipality
12may, by resolution, waive or provide credit for any
13application or permit costs, fees or other licensing or
14registration costs for businesses, including, but not limited
15to, professional or business licensing, liquor licenses,
16construction, insurance, sales, builders, contractors, food
17service, delivery, repair, consultation, legal services,
18accounting, transportation, manufacturing, technology,
19assembly, tourism, entertainment, or any business, industry,
20or service the municipality is permitted by law to regulate or
21license.
