SYNOPSIS AS INTRODUCED:
 
10 ILCS 5/1A-60 new
10 ILCS 5/19-7  from Ch. 46, par. 19-7

    Amends the Election Code. Requires an election authority to record the number of vote by mail ballots received before election day, on election day, after election day postmarked on election day or before, and after election day postmarked after election day. Requires the State Board of Elections to create a statewide reporting system for election authorities to record the receipt of the vote by mail ballots.

1    AN ACT concerning elections.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Election Code is amended by changing
5Section 19-7 and by adding Section 1A-60 as follows:
 
6    (10 ILCS 5/1A-60 new)
7    Sec. 1A-60. Vote by mail ballots; reporting. The State
8Board of Elections shall create a statewide reporting system
9for election authorities to record the receipt of vote by mail
10ballots as required by subsection (c) of Section 19-7.

12    Sec. 19-7. (a) Upon receipt of such vote by mail voter's
13ballot, the election authority shall forthwith enclose the
14same unopened, together with the application made by said vote
15by mail voter in a large or carrier envelope which shall be
16securely sealed and endorsed with the name and official title
17of such officer and the words, "This envelope contains a vote
18by mail ballot and must be opened on election day," together
19with the number and description of the precinct in which said
20ballot is to be voted, and such officer shall thereafter
21safely keep the same in his office until counted by him as
22provided in the next section.

1    (b) Within one day after receipt of such vote by mail
2voter's ballot, the election authority shall transmit, by
3electronic means pursuant to a process established by the
4State Board of Elections, the voter's name, street address,
5e-mail address, and precinct, ward, township, and district
6numbers, as the case may be, to the State Board of Elections,
7which shall maintain those names and that information in an
8electronic format on its website, arranged by county and
9accessible to State and local political committees.
10    (c) The election authority shall record the number of vote
11by mail ballots received before election day, on election day,
12after election day postmarked on election day or before, and
13after election day postmarked after election day.
