Amends the University of Illinois Act. With regard to scholarships for the children of veterans, provides that, beginning with the 2022-2023 academic year, each county shall, as an alternative, be entitled, annually, to one honorary scholarship in the University for the benefit of the children of police officers or fire officers who were killed in the line of duty while employed by or in the voluntary service of this State or any local public entity in this State. Effective immediately. |

| 2 | | Be it enacted by the People of the State of Illinois, | 3 | | represented in the General Assembly:
| 4 | | Section 5. The University of Illinois Act is amended by | 5 | | changing Section 9 as follows:
| 6 | | (110 ILCS 305/9) (from Ch. 144, par. 30)
| 7 | | Sec. 9. Scholarships for children of veterans , police | 8 | | officers, or fire officers . | 9 | | (a) For each of the following
periods of hostilities, each | 10 | | county shall be entitled, annually, to one
honorary | 11 | | scholarship in the University, for the benefit of the children | 12 | | of
persons who served in the armed forces of the United States, | 13 | | except that the total number of scholarships annually granted | 14 | | to recipients from each county may not exceed 3: any time | 15 | | between September 16, 1940 and the
termination of World War | 16 | | II, any time during the national emergency
between June 25, | 17 | | 1950 and January 31, 1955, any time during the Viet
Nam | 18 | | conflict between January 1, 1961 and May 7, 1975, any time | 19 | | during the siege of Beirut and the Grenada Conflict between | 20 | | June 14, 1982 and December 15, 1983, or any
time on or after | 21 | | August 2, 1990 and until Congress or the President orders that
| 22 | | persons in service are no longer eligible for
the Southwest | 23 | | Asia Service Medal, Operation Enduring Freedom, and Operation |

| 1 | | Iraqi Freedom. Preference for scholarships shall be
given to | 2 | | the children of persons who are deceased or to the children of | 3 | | persons who have a disability. | 4 | | (b) Beginning with the 2022-2023 academic year, each | 5 | | county shall, as an alternative, be entitled, annually, to one | 6 | | honorary scholarship in the University for the benefit of the | 7 | | children of police officers or fire officers who were killed | 8 | | in the line of duty while employed by or in the voluntary | 9 | | service of this State or any local public entity in this State. | 10 | | A county may award an honorary scholarship either under the | 11 | | provisions of subsection (a) or under the provisions of this | 12 | | subsection (b), but not under both provisions. | 13 | | (c) Scholarships under this Section Such scholarships | 14 | | shall be
granted to such pupils as shall, upon public | 15 | | examination, conducted as
the board of trustees of the | 16 | | University may determine, be decided to
have attained the | 17 | | greatest proficiency in the branches of learning
usually | 18 | | taught in the secondary schools , and who shall be of good moral
| 19 | | character , and not less than 15 years of age. Such pupils, so | 20 | | selected,
shall be entitled to receive, without charge for | 21 | | tuition, instruction in
any or all departments of the | 22 | | University for a term of at least 4
consecutive years. Such | 23 | | pupils shall conform, in all respects, to the
rules and | 24 | | regulations of the University, established for the government
| 25 | | of the pupils in attendance.
