AMENDMENT TO HOUSE BILL 3355

2    AMENDMENT NO. ______. Amend House Bill 3355, by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Illinois Controlled Substances Act is
5amended by adding Section 315.6 as follows:
 
6    (720 ILCS 570/315.6 new)
7    Sec. 315.6. Risks of dependence on opioids.
8    (a) Definitions. As used in this Section:
9        (1) "Opioid" means a narcotic drug or substance that
10    is a Schedule II controlled substance under paragraph (1),
11    (2), (3), or (5) of subsection (b) or under subsection (c)
12    of Section 206 of this Act.
13        (2) "Department" means the Department of Human
14    Services.
15    (b) The Department shall develop and make available on its
16website information on the risks of developing a physical or

1psychological dependence on opioids and any alternative
2treatments, including the Opioid Alternative Pilot Program.
3    (c) The Department shall develop and make available upon
4request to all prescribers, pharmacists, and patients in the
5State a pamphlet which explains the risks of developing a
6physical or psychological dependence on opioids. This pamphlet
7may contain any information which the Secretary of the
8Department deems necessary and may be revised by the
9Department whenever new information becomes available. The
10pamphlet shall be downloadable from the Department's website.
11    (d) A pharmacist shall, prior to dispensing an opioid that
12is a Schedule II controlled substance, furnish the pamphlet or
13information therein developed by the Department and discuss
14the risks of developing a physical or psychological dependence
15on opioids.
 
16    Section 99. Effective date. This Act takes effect upon
17becoming law.".
