1    AN ACT concerning criminal law.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the
5Resentencing Task Force Act.
 
6    Section 5. Purpose; findings. The State is committed to
7ensuring that sentences of imprisonment continue to advance
8the interest of justice and promote public safety. The task
9force is created by recognizing that in this State, once a
10person is sentenced, there are few meaningful opportunities
11for release.
 
12    Section 10. Resentencing Task Force; creation. There is
13created the Resentencing Task Force. The task force shall
14study innovative ways to reduce the prison population in
15Illinois from initiations of resentencing motions filed by
16State's Attorneys, the Illinois Department of Corrections and
17the judicial branch. The task force further aims to
18acknowledge that employees who work for the Illinois
19Department of Corrections and other members of law enforcement
20may be affected by the reduction of the prison population.
21This task force shall also consider ways to train and refocus
22the workforce in communities where many jobs are with the

2    Section 15. Task Force Members.
3    (a) The Resentencing Task Force shall consist of the
4following members:
5        (1) a member of the House of Representatives appointed
6    by the Speaker of the House;
7        (2) a member of the House of Representatives appointed
8    by the Minority Leader of the House;
9        (3) a member of the Senate appointed by the President
10    of the Senate;
11        (4) a member of the Senate appointed by the Minority
12    Leader of the Senate;
13        (5) a member appointed by a statewide agency that
14    represents State's Attorneys and is elected to a county of
15    under one million people or his or her designee;
16        (6) a member appointed by a statewide agency that
17    represents State's Attorneys;
18        (7) a member appointed by the Office of the State
19    Appellate Defender;
20        (8) a member appointed by an organization that
21    advocates for victims' rights;
22        (9) a member appointed by an organization that
23    advocates for sentencing reform;
24        (10) a member appointed by an organization
25    representing the interests of members of a labor union;

1        (11) a member appointed by the Illinois Sentencing
2    Policy Advisory Council; and
3        (12) a retired judge appointed by the Governor.
4    (b) The task force shall meet no less than 4 times and
5shall provide recommendations for legislation to the General
6Assembly and the Governor's Office on or before January 1,
72022.
8    (c) The members of the task force shall serve without
9compensation.
10    (d) The Illinois Criminal Justice Information Authority
11shall provide administrative and technical support for the
12task force and are responsible for appointing a chairperson
13and ensuring the requirements of the task force are met.
 
14    Section 99. Effective date. This Act takes effect upon
15becoming law.
