AMENDMENT TO HOUSE BILL 4203

AMENDMENT NO. ______. Amend House Bill 4203 by replacing everything after the enacting clause with the following:

"Section 1. Short title. This Act may be cited as the Elimination of Racially Derogatory Language Act.

Section 5. Definitions. As used in this Act:

"Public body" means a legislative, executive, administrative, or advisory body of this State, a State university or community college, a county, township, municipality, school district, or any other municipal corporation, board, bureau, committee, or commission of this State, any subsidiary body of any of the foregoing, including, but not limited to, a committee or subcommittee thereof, or a School Finance Authority created under Article 1E of the School Code.

"Racial slur" means any word or phrase used as an insulting and contemptuous or otherwise negative term for a racial or ethnic group.

Section 10. Display of racially derogatory language prohibited. No public body may display any racially derogatory language, including racial slurs, within its building, on its property, or at a public meeting at any time.".
