1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by
5changing Section 3-664 as follows:
 
6    (625 ILCS 5/3-664)
7    Sec. 3-664. Gold Star license plates. Upon proper
8application, the Secretary of State shall issue registration
9plates designated as Gold Star license plates to any Illinois
10resident who is the surviving widow or widower, to each parent
11who is an Illinois resident, and to each Illinois resident who
12is a child, stepchild, child through adoption, brother,
13half-brother, sister, or half-sister, widower, sibling,
14daughter, son, or parent of a person who served in the Armed
15Forces of the United States and lost his or her life while in
16service whether in peacetime or war. The surviving widow or
17widower, each of the parents, and each child, stepchild, child
18through adoption, brother, half-brother, sister, or
19half-sister and each surviving parent, daughter, son, and
20sibling shall be issued one or more sets of registration
21plates. Registration plates issued under this Section shall be
22for first division vehicles and second division vehicles of
238,000 pounds or less. The Secretary may, in his or her

1discretion, allow the plates to be issued as vanity or
2personalized plates in accordance with Section 3-405.1 of this
3Code. No registration fee shall be required from a surviving
4widows, widowers, parents, or children of persons widow,
5widower, or parent of a person who served in the Armed Forces
6of the United States: and lost his or her life while in service
7while in wartime.
8        (1) who lost their lives during World War I, World War
9    II, or during any subsequent period of armed hostilities
10    in which the United States was engaged before July 1,
11    1958;
12        (2) who lost or lose their lives after June 30, 1958:
13    while engaged in military operations involving conflict
14    with an opposing foreign force; or while serving with
15    friendly foreign forces engaged in an armed conflict in
16    which the United States is not a belligerent party against
17    an opposing armed force; or
18        (3) who lost or lose their lives after March 28, 1973,
19    as a result of: an international terrorist attack against
20    the United States or a foreign nation friendly to the
21    United States, recognized as such an attack by the
22    Secretary of Defense; or military operations while serving
23    outside the United States (including the commonwealths,
24    territories, and possessions of the United States) as part
25    of a peacekeeping force.
