Amends the Elections Code. Creates the Election Integrity Task Force to evaluate the integrity of the voting systems in Illinois. Requires appointment of specified members no later than 30 days after the effective date of the amendatory Act. Provides that the Task Force shall review and recommend changes to Illinois election law and procedures to protect the integrity of the elections. Provides that the Task Force shall conduct a comprehensive review of: (1) the security of the vote before, during, and after election day; (2) the accuracy and security of the election process; (3) the uniformity of the election processes across the State; and (4) best practices for auditing elections. Provides that the Task Force shall prepare and submit a report of its findings no later than December 31, 2022 to the Governor and General Assembly. Contains other provisions about appointment and compensation of members, member vacancies, and administrative support by the State Board of Elections. Repeals the provisions on January 1, 2024. Effective immediately.

| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 5. The Election Code is amended by adding Section | 5 | | 1-21 as follows: | 6 | | (10 ILCS 5/1-21 new) | 7 | | Sec. 1-21. Election Integrity Task Force. | 8 | | (a) The Election Integrity Task Force is established to | 9 | | evaluate the integrity of the voting systems in Illinois. | 10 | | (b) The following members shall be appointed to the Task | 11 | | Force no later than 30 days after the effective date of this | 12 | | amendatory Act of the 102nd General Assembly: | 13 | | (1) One State Representative, appointed by the Speaker | 14 | | of the House of Representatives; one State Representative, | 15 | | appointed by the Minority Leader of the House of | 16 | | Representatives; one State Senator, appointed by the | 17 | | President of the Senate; and one State Senator, appointed | 18 | | by the Minority Leader of the Senate. | 19 | | (2) One attorney who specializes in election law | 20 | | appointed by each of the following: the Speaker of the | 21 | | House of Representatives, Minority Leader of the House of | 22 | | Representatives, President of the Senate, and Minority | 23 | | Leader of the Senate. |

| 1 | | (3) One county clerk appointed by each of the | 2 | | following: the Speaker of the House of Representatives, | 3 | | Minority Leader of the House of Representatives, President | 4 | | of the Senate, and Minority Leader of the Senate. | 5 | | (4) One member to be appointed by the State Board of | 6 | | Elections. | 7 | | Task Force members shall serve without compensation. If a | 8 | | vacancy occurs in the Task Force membership, the vacancy shall | 9 | | be filled in the same manner as the original appointment for | 10 | | the remainder of the Task Force. | 11 | | (c) The Task Force shall review and recommend changes to | 12 | | Illinois election law and procedures to protect the integrity | 13 | | of the elections. The Task Force shall conduct a comprehensive | 14 | | review of: | 15 | | (1) the security of the vote before, during, and after | 16 | | election day; | 17 | | (2) the accuracy and security of the election process; | 18 | | (3) the uniformity of the election processes across | 19 | | the State; and | 20 | | (4) best practices for auditing elections. | 21 | | (d) The State Board of Elections shall provide | 22 | | administrative and technical support to the Task Force and be | 23 | | responsible for administering its operations, appointing a | 24 | | chairperson, and ensuring that the requirements of the Task | 25 | | Force are met. | 26 | | (e) The Task Force shall prepare a report that summarizes |

| 1 | | its work and makes recommendations resulting from its study. | 2 | | The Task Force shall submit the report of its findings and | 3 | | recommendations to the Governor and the General Assembly no | 4 | | later than December 31, 2022. Once the Task Force has | 5 | | submitted the report to the General Assembly and Governor, the | 6 | | Task Force is dissolved. | 7 | | (f) This Section is repealed on January 1, 2024.
