AMENDMENT TO HOUSE BILL 5465

2    AMENDMENT NO. ______. Amend House Bill 5465 by replacing
3everything after the enacting clause with the following:
 
4    "Section 1. Short title. This Act may be cited as the Task
5Force on Internationally-Licensed Health Care Professionals
6Act.
 
7    Section 5. Purpose. The Task Force on
8Internationally-Licensed Health Care Professionals is created
9within the Department of Financial and Professional
10Regulation. The Task Force shall aim to:
11        (1) remove barriers to licensure and practice for
12    health care professionals licensed and practicing in other
13    countries to get licensed and practice in the State;
14        (2) address the health care workforce shortage in the
15    State by increasing the supply of culturally competent
16    physicians, nurses, and other health care professionals;

1    and
2        (3) protect the safety of patients and the broader
3    public.
 
4    Section 10. Membership; appointment; vacancy; meeting;
5support.
6    (a) The Task Force shall have the following members:
7        (1) the Secretary of Financial and Professional
8    Regulation, or the Secretary's designee;
9        (2) the Director of the Division of Professional
10    Regulation, or the Director's designee;
11        (3) the Chief Medical Coordinator of the Division of
12    Professional Regulation;
13        (4) the Nursing Coordinator of the Division of
14    Professional Regulation;
15        (5) the Speaker of the House of Representatives, or
16    the Speaker's designee;
17        (6) the Minority Leader of the House of
18    Representatives, or the Leader's designee;
19        (7) the President of the Senate, or the President's
20    designee;
21        (8) the Minority Leader of the Senate, or the Leader's
22    designee;
23        (9) two representatives of an organization that seek
24    to eliminate employment barriers and advance the skills
25    for immigrant professionals appointed by the Secretary;

1        (10) a representative of an organization that recruits
2    immigrants and foreign students to work in health related
3    areas; focusing on raising the awareness of social,
4    political, and economic issues faced related to immigrant
5    health appointed by the Secretary; and
6        (11) a representative of an organization that seeks to
7    increase the number of internationally educated medical
8    professionals for practice within diverse communities
9    appointed by the Secretary.
10    (b) If a vacancy occurs in the Task Force, the vacancy
11shall be filled in the same manner as the original appointment
12for the remainder of the unexpired term.
13    (c) The Task Force shall meet once every 2 months,
14indefinitely, until the Task Force votes to dissolve itself.
15Nothing in this Section shall prohibit the Task Force from
16meeting more often if it deems it necessary to do so.
17    (d) The Department shall provide administrative support to
18the Task Force.
19    (e) The Task Force shall only meet once a majority of
20members are appointed.
21    (f) The Secretary of Financial and Professional
22Regulation, or the Secretary's designee, shall be the chair of
23the Task Force.
 
24    Section 15. Subject matter of the Task Force. The subject
25matter of the Task Force is intended to:

1        (1) address health care professionals, broadly defined
2    to include physicians and nurses, but also include other
3    professionals as the need arises;
4        (2) be focused on professionals who are already
5    licensed and practicing in another country and are seeking
6    licensure in the State; and
7        (3) not include students.
 
8    Section 20. Report.
9    (a) The Task Force shall prepare an annual report that
10summarizes its work and makes recommendations resulting from
11its study.
12    (b) The report shall address barriers to licensure and
13practice for health care professionals in the State in
14professions to be determined by the Task Force. The Task Force
15shall address strategies for reducing barriers to licensure
16and practice for internationally-licensed health care
17professionals.
18    (c) The Task Force shall submit the report of its findings
19and recommendations to the Governor and the General Assembly.
20    (d) The Task Force shall submit the first report one year
21after the first meeting of the Task Force.".
