SYNOPSIS AS INTRODUCED:
 
ILCON Art. I, Sec. 25 new

    Proposes to amend the Bill of Rights Article of the Illinois Constitution. Provides that employees shall have the fundamental right to organize and to bargain collectively through representatives of their own choosing for the purpose of negotiating wages, hours, and working conditions, and to protect their economic welfare and safety at work. Provides that no law shall be passed that interferes with, negates, or diminishes the right of employees to organize and bargain collectively over their wages, hours, and other terms and conditions of employment and work place safety, including any law or ordinance that prohibits the execution or application of agreements between employers and labor organizations that represent employees requiring membership in an organization as a condition of employment. Provides that these provisions are controlling over home rule powers. Effective upon being declared adopted.

3    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
4HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
5SENATE CONCURRING HEREIN, that there shall be submitted to the
6electors of the State for adoption or rejection at the general
7election next occurring at least 6 months after the adoption
8of this resolution a proposition to amend the Illinois
9Constitution in Article I by adding Section 25 as follows:

BILL OF RIGHTS

13SECTION 25. WORKERS' RIGHTS
14    (a) Employees shall have the fundamental right to organize
15and to bargain collectively through representatives of their
16own choosing for the purpose of negotiating wages, hours, and
17working conditions, and to protect their economic welfare and
18safety at work. No law shall be passed that interferes with,
19negates, or diminishes the right of employees to organize and
20bargain collectively over their wages, hours, and other terms

3    (b) The provisions of this Section are controlling over
4those of Section 6 of Article VII.

SCHEDULE
6    This Constitutional Amendment takes effect upon being
7declared adopted in accordance with Section 7 of the Illinois
8Constitutional Amendment Act.
