| 2 | | WHEREAS, The members of the Illinois House of | 3 | | Representatives are saddened
to learn of the death of William | 4 | | Kelley, who passed away on November 26, 2021; and
| 5 | | WHEREAS, William Kelley was born in Bolton, Mississippi to | 6 | | Charles Kelley and Mentha Martin on May 18, 1929, the youngest | 7 | | boy of seven children; and
| 8 | | WHEREAS, William Kelley was a hard worker; he dedicated 33 | 9 | | years to Bell and Howell, working in their machine shop, and | 10 | | two and a half years to Sargent Welch, before retiring in 1990; | 11 | | and | 12 | | WHEREAS, William Kelley was dedicated to his family; after | 13 | | the passing of his first wife, Louise Kelley, he married | 14 | | Carolyn Kelley in 1984; and | 15 | | WHEREAS, William Kelley instilled in his children and | 16 | | grandchildren the importance of receiving an education, even | 17 | | though he did not have an opportunity to receive a quality | 18 | | education; as a result, his children and grandchildren are all | 19 | | college graduates with some holding post-graduate degrees; and | 20 | | WHEREAS, William Kelley was a resident, homeowner, and |

| 1 | | landlord in the Lawndale Community in Chicago for over 50 | 2 | | years; and | 3 | | WHEREAS, William Kelley became very active in his | 4 | | neighborhood when he moved to Cermak and Kildare in 1961; he | 5 | | was a block club member and participated in CAPS neighborhood | 6 | | watch; he was well known in his neighborhood, and most of his | 7 | | neighbors referred to him as "Mr. Kelley"; and
| 8 | | WHEREAS, William Kelley honored his civic duty by never | 9 | | missing an opportunity to vote; and | 10 | | WHEREAS, William Kelley will always be remembered for his | 11 | | vivacity, especially on the dance floor; he was the life of the | 12 | | party and enjoyed spending time with his family and friends; | 13 | | he had a gracious smile and a fun-loving personality and was | 14 | | dedicated to his family; he will be greatly missed by all who | 15 | | encountered his warmth and high spirit; and | 16 | | WHEREAS, William Kelley was passionate about travel; he | 17 | | spent many summers traveling with his family across the | 18 | | country; when he was not traveling, you could find him | 19 | | preparing his garden or taking fishing trips with his son; and
| 20 | | WHEREAS, William Kelley was preceded in death by his | 21 | | mother, father, three brothers, and three sisters; and

| 1 | | WHEREAS, William Kelley is survived by his wife, Carolyn | 2 | | Kelley; his children, Mary, Charles, and Fanchon Kelley; his | 3 | | grandchildren, Belinda Burgess, Charles (Amy) Kelley Jr., and | 4 | | Korey (Tiffany) Kelley; his great-grandchildren, Taylor | 5 | | Porter, Antoine Harris Jr., Quentin Carey, and Avery Kelley; | 6 | | and numerous nieces, nephews, in-laws, friends, and neighbors; | 7 | | therefore, be it
| 8 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | 9 | | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 10 | | we mourn the passing of William Kelley and extend our sincere | 11 | | condolences to his family, friends, and all who knew and loved | 12 | | him; and be it further
| 13 | | RESOLVED, That a suitable copy of this resolution be | 14 | | presented to the family of William Kelley as an expression of | 15 | | our deepest sympathy.
