| 2 | | WHEREAS, The members of the Illinois House of | 3 | | Representatives are saddened to learn of the death of Kay | 4 | | McGuire, who passed away on February 25, 2022; and
| 5 | | WHEREAS, Kay McGuire was born to Charles W. Clabaugh and | 6 | | Eleanor Knoll Clabaugh in Champaign on February 9, 1941; and
| 7 | | WHEREAS, Kay McGuire married the Reverend Richard McGuire | 8 | | at the First United Methodist Church in Champaign on June 23, | 9 | | 1962; together, they had one daughter, Donna Pepper; and
| 10 | | WHEREAS, Kay McGuire graduated from Champaign High School | 11 | | in 1959; she attended the University of Illinois where she | 12 | | earned a Bachelor of Arts in 1974, a Master of Science in 1977, | 13 | | and a Master of Social Work in 1982; and
| 14 | | WHEREAS, Kay McGuire began her career in social work in | 15 | | 1974 at CRCC in Paxton where she provided counseling as well as | 16 | | consultant services; in 1980, she opened the Center for | 17 | | Creative Communication in Urbana, which evolved into a | 18 | | training and consulting firm emphasizing business processes, | 19 | | leadership development, and teaming; she eventually became a | 20 | | national public speaker and trainer; and

| 1 | | WHEREAS, In 1997, Kay McGuire became a civilian employee | 2 | | at the United States Army Corps of Engineers in Champaign | 3 | | where she helped with facilitation, teaming, and | 4 | | organizational development; she retired in 2012; and
| 5 | | WHEREAS, Kay McGuire received a long list of awards and | 6 | | recognitions, including the Department of the Army Commander's | 7 | | Award for Civilian Service in 2000 and the Department of the | 8 | | Army's Superior Civilian Service Award in 2005; she appeared | 9 | | as an expert guest on The Phil Donahue Show and Hour Magazine | 10 | | with Gary Collins; and
| 11 | | WHEREAS, Kay McGuire was involved in many organizations; | 12 | | she served on the board of directors at Paxton Community | 13 | | Hospital and Salt & Light Ministry and on committees with | 14 | | local Chambers of Commerce, Parkland College, the University | 15 | | of Illinois, and many local mental-health and women in | 16 | | business initiatives; and
| 17 | | WHEREAS, Kay McGuire was an advocate for mental health, | 18 | | clergy wives, women, and senior citizens especially; she will | 19 | | be remembered for her work ethic, intelligence, and kindness, | 20 | | which was felt by all who met her; therefore, be it
| 21 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | 22 | | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |

| 1 | | we mourn the passing of Kay Clabaugh McGuire and extend our | 2 | | sincere condolences to her family, friends, and all who knew | 3 | | and loved her; and be it further
| 4 | | RESOLVED, That suitable copies of this resolution be | 5 | | presented to the immediate family of Kay Clabaugh McGuire as | 6 | | an expression of our deepest sympathy.
