HOUSE RESOLUTION

 
2    WHEREAS, The members of the House of Representatives wish
3to congratulate Terry Cosgrove on his retirement from serving
4as the president and CEO of Personal PAC; and
 
5    WHEREAS, In addition to his Personal PAC responsibilities,
6Terry Cosgrove has also lent assistance to NARAL Pro-Choice
7America, Planned Parenthood affiliates across the country, the
8National Organization for Women (NOW), the National Pro-Choice
9Resource Center, Voters for Choice, the Women's Campaign Fund,
10Emily's List, and the Emergency Abortion Loan Fund over the
11past 31 years; and
 
12    WHEREAS, Terry Cosgrove worked as a tenant counselor in
13central Illinois for several years beginning in 1977, where he
14helped low-income women who were being evicted from their
15apartments for non-payment of rent and unable to pay their gas
16and electric bills; and
 
17    WHEREAS, Terry Cosgrove served as the volunteer record
18keeper for the Emergency Abortion Loan Fund that raised and
19lent money to low-income women who wanted to obtain a legal
20abortion; through this work, he became a pro-choice advocate

1    WHEREAS, Terry Cosgrove played a pivotal role in the
2restoration of abortion services for low-income women at John
3H. Stroger Jr. Hospital of Cook County in 1992; and
 
4    WHEREAS, Terry Cosgrove was instrumental in the passing of
5House Bill 40 in 2017, the passing of the Reproductive Health
6Act in 2019, and the repeal of the dangerous Parental Notice of
7Abortion law in 2021; and
 
8    WHEREAS, Terry Cosgrove was appointed to the Illinois
9Human Rights Commission by Governor Pat Quinn, with
10confirmation by the Illinois Senate, in 2011; and
 
11    WHEREAS, Terry Cosgrove was honored with the Freedom of
12Choice award by the Chicago Abortion Fund and the Ally Award by
13the Lake County Democratic Women; he was inducted into the
14Chicago LGBTQ Hall of Fame in 2014 for his role in filing the
15first successful national lawsuit challenging discrimination
16based on sexual orientation in public accommodations in 1980;
17and
 
18    WHEREAS, Terry Cosgrove has an academic background in the
19area of economic justice and equity as it pertains to gender
20discrimination and the treatment of women as second class
21citizens; and

1    WHEREAS, Terry Cosgrove earned his Master of Social Work
2from the Jane Addams School of Social Work with a focus on
3public policy and its impact on reproductive rights; he earned
4his second master's degree in Labor & Industrial Relations;
5and
 
6    WHEREAS, Terry Cosgrove has committed his life to making
7sure laws that terrorize low-income and young women are
8repealed; therefore, be it
 
9    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
10HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
11we congratulate Terry Cosgrove on his retirement from serving
12as the president and CEO of Personal PAC and commend him for
13his years of dedicated service; and be it further
 
14    RESOLVED, That a suitable copy of this resolution be
15presented to Terry Cosgrove as a symbol of our esteem and
16respect.
