| 2 | | WHEREAS, The members of the Illinois House of | 3 | | Representatives wish to congratulate Diane Brockmeier on the | 4 | | occasion of her retirement as president and chief executive | 5 | | officer of Mid-America Transplant, the federally designated | 6 | | Organ Procurement Organization (OPO) for 28 counties in the | 7 | | Metro East area and throughout Southern Illinois; and
| 8 | | WHEREAS, Diane Brockmeier received her Diploma in Nursing | 9 | | from the Methodist Hospital School of Nursing and her Bachelor | 10 | | of Science in Nursing from Webster University; she earned her | 11 | | Master of Arts in Healthcare Administration from Webster | 12 | | University; and
| 13 | | WHEREAS, Diane Brockmeier has served as president and CEO | 14 | | of Mid-America Transplant since 2016; she has been with the | 15 | | organization for over 35 years, serving first as a nurse and | 16 | | organ procurement coordinator before rising through the ranks | 17 | | to become president and CEO in February 2016; and
| 18 | | WHEREAS, Diane Brockmeier has steered strategic operations | 19 | | for Mid-America Transplant, including key partnerships with | 20 | | more than 120 hospitals and transplant centers located | 21 | | throughout Metro East, Southern Illinois, Missouri, and | 22 | | northeast Arkansas; and

| 1 | | WHEREAS, Diane Brockmeier's key accomplishments have | 2 | | included supervising the design, construction, and use of a | 3 | | first-in-the-nation, on-site surgical suite for organ and | 4 | | tissue recovery, which has led to praise by donor hospitals | 5 | | and transplant surgeons for its enhanced quality control and | 6 | | efficiency; and
| 7 | | WHEREAS, Diane Brockmeier's leadership has overseen the | 8 | | largest industry experience in the utilization of | 9 | | free-standing Organ Recovery Centers, which includes over | 10 | | 2,500 organ donors, with increasing donor management research | 11 | | efforts to drive improved outcomes while maintaining some of | 12 | | the lowest organ acquisition charges in the nation; and
| 13 | | WHEREAS, Diane Brockmeier has been instrumental in quality | 14 | | and organizational changes that resulted in Mid-America | 15 | | Transplant being awarded the Malcolm Baldrige National Quality | 16 | | Award in 2015 and again in 2021, becoming the first | 17 | | organization in the industry to be awarded the prestigious | 18 | | honor twice; under her direction, Mid-America Transplant's | 19 | | journey with Baldrige has led to lifesaving changes, including | 20 | | more than doubling the number of organs transplanted; and
| 21 | | WHEREAS, Diane Brockmeier's accolades have included | 22 | | winning the Healthcare Excellence Award from the Healthcare |

| 1 | | Business Women Association in 2016 and being named one of the | 2 | | Most Influential Business Women in St. Louis by the St. Louis | 3 | | Business Journal in 2017; and
| 4 | | WHEREAS, Diane Brockmeier has engaged in a variety of | 5 | | charitable efforts, including serving as a mentor for the LINC | 6 | | Collaborative, the Midwest Excellence Institute, and the | 7 | | Quality Texas Foundation; and
| 8 | | WHEREAS, Diane Brockmeier's professional affiliations and | 9 | | board memberships have included AlloSource, the Malcolm | 10 | | Baldrige Foundation, Life Logics, the Foundation for Narrative | 11 | | Inquiry in Bioethics, the American College of Healthcare | 12 | | Executives, the United Network for Organ Sharing, and the | 13 | | Association of Organ Procurement Organizations; and
| 14 | | WHEREAS, Diane Brockmeier will officially retire as | 15 | | president and chief executive officer of Mid-America | 16 | | Transplant in January 2023, leaving a legacy of leadership and | 17 | | excellence; therefore, be it
| 18 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | 19 | | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 20 | | we congratulate Diane Brockmeier on the occasion of her | 21 | | retirement and wish her the best in her future endeavors; and | 22 | | be it further
