| 2 | | AMENDMENT NO. ______. Amend Senate Bill 84 on page 2, | 3 | | immediately below line 11, by inserting the following:
| 4 | | "Section 20. "An Act authorizing the Director of | 5 | | Corrections to convey State property in Kane County", Public | 6 | | Act 86-729, approved September 1, 1989, is amended by changing | 7 | | Sections 1 and 2 as follows:

| 9 | | Sec. 1.
Upon payment of the sum of $1,017,000 to the
| 10 | | Department of Corrections, and subject to the conditions set
| 11 | | forth in Sections 2 and 3 of this Act, the Director of
| 12 | | Corrections is authorized to convey by quit claim deed to the
| 13 | | County of Kane all right, title and interest of the State in
| 14 | | and to the following described land in Kane County, Illinois,
| 15 | | so long as the land is used as provided in Section 2 of this | 16 | | Act for a criminal courts complex and
for no other purpose by |

| 2 | | That part of the Southeast Quarter of Section 31 and part

Southeast | 6 | | corner of the Northeast Quarter of said Section

It is understood and agreed as part of the
| 15 | | consideration hereof that no other use shall be permitted now
| 16 | | or in the future by the County of Kane for the premises
| 17 | | described in Section 1 of this Act other than (i) that of a
| 18 | | criminal courts complex and (ii) a private drug addiction | 19 | | treatment center and that language establishing a
defeasible | 20 | | fee on that condition subsequent shall be placed
in the quit | 21 | | claim deed conveying said property.

| 23 | | Section 25. The Counties Code is amended by adding Section | 24 | | 5-1186 as follows: |

| 1 | | (55 ILCS 5/5-1186 new) | 2 | | Sec. 5-1186. Kane County criminal courts complex drug | 3 | | treatment center. Notwithstanding any other provision of law: | 4 | | (1) A private drug addiction treatment center may | 5 | | operate on the property transferred to Kane County in | 6 | | Public Act 86-729. | 7 | | (2) Kane County may lease portions of the property | 8 | | transferred to the County in Public Act 86-729 to a | 9 | | not-for-profit or for-profit company for a drug addiction | 10 | | treatment center. Kane County may share in the drug | 11 | | addiction treatment center revenue with a company to whom | 12 | | it leases the property. | 13 | | (3) Kane County may authorize the expenditure of funds | 14 | | for a private drug addiction treatment center on the | 15 | | property transferred to the County in Public Act 86-729. ".
