Amends the Voluntary Payroll Deductions Act of 1983. Provides that an employee may authorize the withholding
of a portion of his or her salary or wages for contribution to a maximum
number of 10 (currently, 4) specified organizations. Effective immediately.

| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 5. The Voluntary Payroll Deductions Act of 1983 is | 5 | | amended by changing Section 4 as follows:
| 6 | | (5 ILCS 340/4) (from Ch. 15, par. 504)
| 7 | | Sec. 4. Employee withholding. An employee may authorize | 8 | | the withholding
of a portion of his or her salary or wages for | 9 | | contribution to a maximum
number of 10 4 organizations | 10 | | described in paragraphs (b) and (c) of Section 3 of
this Act. A | 11 | | department, board, body, agency or commission may direct the | 12 | | State
Comptroller to deduct, and the University of Illinois, | 13 | | Southern Illinois
University, Chicago State University, | 14 | | Eastern Illinois University, Governors
State University, | 15 | | Illinois State University, Northeastern Illinois University,
| 16 | | Northern Illinois University, and Western Illinois University | 17 | | may deduct, upon
written request of a State employee, for each | 18 | | regular payroll period, from the
salary or wages of the | 19 | | employee the amount specified in the written request for
| 20 | | payment to the organization designated by the employee. The | 21 | | moneys so deducted
shall be paid over promptly to the | 22 | | organizations designated by the employee by
means of warrants | 23 | | drawn by the State Comptroller, the University of Illinois,

| 1 | | Southern Illinois University, Chicago State University, | 2 | | Eastern Illinois
University, Governors State University, | 3 | | Illinois State University, Northeastern
Illinois University, | 4 | | Northern Illinois University, and Western Illinois
University, | 5 | | against the appropriation for personal services of the | 6 | | department,
board, body, agency or commission by which such | 7 | | employee is employed.
| 8 | | Such deductions may be made notwithstanding that the | 9 | | compensation paid
in cash to such employee is thereby reduced | 10 | | below the minimum prescribed
by law. Payment to such employee | 11 | | of compensation less such deduction shall
constitute a full | 12 | | and complete discharge and acquittance of all claims and
| 13 | | demands whatsoever for the services rendered by such employee | 14 | | during the
period covered by such payment.
| 15 | | Such request for deduction may be withdrawn at any time by | 16 | | filing a
written notification of withdrawal with the | 17 | | department, board, body, agency
or commission,
