SYNOPSIS AS INTRODUCED:
 
    Authorizes the People of the State of Illinois to release specified property located in Peoria County from all dedication and easement rights and interest acquired for highway purposes for the sum of $26,000. Authorizes the People of the State of Illinois to release and restore any rights or easements of access, crossing, light, air, and view from, to, and over specified property located in Bond County for the sum of $8,650. Authorizes the People of the State of Illinois to release and restore any rights or easements of access, crossing, light, air, and view from, to, and over specified property located in St. Clair County for the sum of $8,350. Authorizes the People of the State of Illinois to release specified property located in Grundy County from all dedication and easement rights and interest acquired for highway purposes for the sum of $8,233.33. Authorizes the People of the State of Illinois to release and restore any rights or easements of access, crossing, light, air, and view from, to, and over specified property located in Rock Island County for the sum of $5,000. Authorizes the People of the State of Illinois to release specified property located in Kankakee County from all dedication and easement rights and interest acquired for highway purposes for the sum of $2,800. Authorizes the People of the State of Illinois to release and restore any rights or easements of access, crossing, light, air, and view from, to, and over specified property located in Bond County for the sum of $3,000.00. Effective immediately.

1    AN ACT concerning property.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. Upon the payment of the sum of $26,000 to the
5State of Illinois, and subject to the condition set forth in
6Section 40 of this Act, the People of the State of Illinois
7hereby release the following described land located in Peoria
8County, Illinois from all dedication and easement rights and
9interest acquired for highway purposes:
 
10    Parcel No. 409588V:
 
11    A part of Lots 1 and 2 in Block 25 of Underhill's Addition
12    to Peoria as shown on the plat recorded August 25, 1852 in
13    Book DA, Page 6 at the Peoria County Recorder's Office and
14    lying in the East Half of the Southeast Quarter of Section
15    4, Township 8 North, Range 8 East of the Fourth Principal
16    Meridian, Peoria County, Illinois, being more particularly
17    described as follows:
 
18    Commencing at a found 1/2" rebar marking the Easterly
19    corner of Lot 12 in Block 25 of Underhill's Addition to
20    Peoria, thence North 38 degrees 44 minutes 24 seconds West
21    on the southwesterly right of way line of Spalding Avenue,

1    289.99 feet to a found 5/8" rebar with a Coombe IPLS 2730
2    cap marking the Point of Beginning;
 
3    From the Point of Beginning; thence South 50 degrees 30
4    minutes 38 seconds West on the existing southeasterly
5    right of way line, 81.03 feet to a found drill hole on the
6    northeasterly right of way and access control line of
7    F.A.I. Route 74; thence North 38 degrees 44 minutes 24
8    seconds West on the proposed right of way line, 69.97 feet
9    to a set 5/8" iron pin with cap on the existing
10    southeasterly right of way and access control line of
11    Monroe Street; thence North 50 degrees 32 seconds 49
12    minutes East on said southeasterly right of way and access
13    control line, 81.03 feet to a found 5/8" rebar with a
14    Coombe ILPS 2730 cap marking the northerly corner of Lot 1
15    in Block 25 of Underhill's Addition to Peoria, said rebar
16    also being on the southwesterly existing right of way and
17    access control line of Spaulding Avenue; thence South 38
18    degrees 44 minutes 24 seconds East on said Spaulding
19    Avenue, 69.91 feet to the Point of Beginning.
 
20    The said tract of land contains 5,666 square feet, more or
21    less, or 0.130 acres, more or less.
 
22    Access will not be allowed to FAI 9 (I-74), Monroe Street,
23    nor Spalding Avenue.

3    Section 10. Upon the payment of the sum of $8,650 to the
4State of Illinois, and subject to the condition set forth in
5Section 40 of this Act, the People of the State of Illinois
6hereby release and restore any rights or easements of access,
7crossing, light, air, and view from, to and over the following
8described line, subject to permit requirements of the
9Department of Transportation:
 
10    Parcel No. 800XD71:
 
11    A line in the East Half of the Southeast Quarter of the
12    Southeast Quarter of Section 33, Township 5 North, Range 4
13    West of the Third Principal Meridian in Bond County,
14    Illinois, described as follows:
 
15    Commencing at the southeast corner of said Section 33;
16    thence on an assumed bearing of North 01 degree 04 minutes
17    44 seconds West on the east line of said Section 33, a
18    distance of 88.59 feet to the north right of way line of
19    FAP Route 12 (US Route 40) according to the Dedication of
20    Right of Way for Public Road Purposes to the State of
21    Illinois recorded December 9, 1937 in Easement Record No.3

5    Munie recorded May 3, 2011 in Book GR 936 on Page 257, said
6    corner being the Point of Beginning of the Release of
7    Access Control.
 
8    From said Point of Beginning; thence continuing North 88
9    degrees 10 minutes 22 seconds West on said north right of
10    way line, 494.57 feet to the southwest corner of the tract
11    of land described as Tract #2 in said Warranty Deed to
12    Victor J. Munie and Karen K. Munie and being the Point of
13    Terminus of the Release of Access Control.
 
14    Said Parcel 800XD71 consists of a line that is 494.57
15    linear feet, more or less.
 
16    Section 15. Upon the payment of the sum of $8,350 to the
17State of Illinois, and subject to the condition set forth in
18Section 40 of this Act, the People of the State of Illinois
19hereby release and restore any rights or easements of access,
20crossing, light, air, and view from, to and over the following

3    Commonfields, reference being had to the plat thereof
4    recorded in Plat Book "E" on Page 29, all situated in
5    Township 1 North, Range 10 West of the Third Principal
6    Meridian, St. Clair County, Illinois, described as
7    follows:
 
8    Commencing at a 5/8 inch iron rod at an angle point in the
9    existing easterly right of way line of Interstate 255
10    (formerly FAI 270) and Relocated Illinois Route 3
11    described within Parcel No. 8A04066 – Tract A in the Order
12    filed in the Circuit Court for the Twentieth Judicial
13    Circuit of Illinois, St. Clair County, on March 28, 1979
14    as Case No. 78-ED-21, said angle point being 360 feet
15    easterly of Station 261+00 on the centerline of said
16    Relocated Route 3 shown on the Centerline Survey Map

5    North, Range 8 East of the Third Principal Meridian,
6    Grundy County, Illinois, with bearings referenced to the
7    Illinois State Plane Coordinate System, East Zone, NAD 83
8    (2011 Adjustment) further described as follows:
 
9    Commencing at the northwest corner of said Northwest
10    Quarter; thence South 01 degrees 49 minutes 59 seconds
11    East, 262.00 feet, along the West line of said Northwest
12    Quarter to the westerly extension of the North line of the
13    parcels described in Document 548811; thence North 87

20    Section 22; thence North 1 degree 12 minutes 33 seconds
21    East, 1074.80 feet (Bearings and grid distances are

7    being part of Section 33, Township 31 North, Range 13 East
8    of the Third Principal Meridian and part of Section 4,
9    Township 30 North, Range 12 West of the Second Principal
10    Meridian lying east of the east line of Royal Acres
11    Subdivision and the northerly extension of said east line;
12    west of the west right-of-way line of Illinois Route 1,
13    Kankakee County, Illinois further described by the
14    following three tracts:
 
15    Tract 1
 
16    A parcel of land being part of the original right-of-way
17    of S.B.I. Route 17, the location of which was
18    re-established from 1919 and 1948 field notes together
19    with the 1920 construction plans for S.B.I. Route 17,

4    of Section 22, Township 5 North, Range 3 West of the Third
5    Principal Meridian in Bond County, Illinois, described as
6    follows:
 
7    Commencing at the northeast corner of said Section 22;
8    thence on an assumed bearing of South 01 degree 23 minutes
9    03 seconds East on the east line of said Section 22, a
10    distance of 213.06 feet to the northwesterly right of way
11    line of FAP Route 12 (U.S. Route 40) according to the
12    Dedication of Right of Way for Public Road Purposes to the
13    State of Illinois recorded on December 18, 1940 in
14    Easement Record No.3 on Page 482, and the Point of
15    Beginning of the Release of Access Control.
 
16    From said Point of Beginning; thence South 61 degrees 36
17    minutes 51 seconds West on said northwesterly right of way
18    line, 805.96 feet to the Point of Terminus of the Release
19    of Access Control.
 
20    Said Parcel 800XD72 consists of a line that is 805.96

1    Section 40. The Department of Transportation shall obtain
2a certified copy of the portions of this Act containing the
3title, the enacting clause, the effective date, the
4appropriate Section or Sections containing the land
5descriptions of the property to be conveyed, and this Section
6within 60 days after its effective date and, upon receipt of
7the payment required by the Section or Sections, if any
8payment is required, shall record the certified document in
9the Recorder's Office in the county in which the land is
10located.
 
11    Section 99. Effective date. This Act takes effect upon
12becoming law.
