AMENDMENT TO SENATE BILL 922

2    AMENDMENT NO. ______. Amend Senate Bill 922 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Department of Natural Resources Act is
5amended by changing Section 20-10 as follows:
 
6    (20 ILCS 801/20-10)
7    Sec. 20-10. Board of the Illinois State Museum.
8    (a) Within the Department there shall be a Board of the
9Illinois State Museum, composed of 11 persons, one of whom
10shall be a senior citizen age 60 or over. The Board shall be
11composed of 9 representatives of the natural sciences,
12anthropology, art, and business, qualified by at least 10
13years of experience in practicing or teaching their several
14professions; one senior citizen; and the Director of Natural
15Resources or the Director's designee. Members of the Board
16shall be appointed by the Governor with the advice and consent

1of the Senate and shall serve for 2-year terms.
2    The transfer of the Board to the Department under this Act
3does not terminate or otherwise affect the term of membership
4of any member of the Board, except that the former Director of
5Energy and Natural Resources is replaced by the Director of
6Natural Resources.
7    (b) The Board shall:
8        (1) advise the Director of the Department in all
9    matters pertaining to maintenance, extension and
10    usefulness of the Illinois State Museum;
11        (2) make recommendations concerning the appointment of
12    a new museum director whenever a vacancy occurs in that
13    position;and
14        (3) (Blank); fix the salaries of the administrative,
15    scientific, and technical staff of the Illinois State
16    Museum; and
17        (4) review the budget and approve budget requests of
18    the Illinois State Museum and make recommendations with
19    reference thereto to the Governor through the Director of
20    the Department.
21    (c) (Blank). The approval of the Board of the Illinois
22State Museum is necessary for the appointment of the
23administrative, scientific, and technical staff of the
24Illinois State Museum and for the making of any change in the
25salary of any person on that staff.

1    Section 10. The Illinois Conservation Foundation Act is
2amended by changing Section 5 as follows:
 
3    (20 ILCS 880/5)
4    Sec. 5. Creation of Foundation. The General Assembly
5authorizes the Department of Natural Resources, in accordance
6with Section 10 of the State Agency Entity Creation Act, to
7create the Illinois Conservation Foundation. Under this
8authority, the Department of Natural Resources shall create
9the Illinois Conservation Foundation as a not-for-profit
10foundation. The Department shall file articles of
11incorporation as required under the General Not For Profit
12Corporation Act of 1986 to create the Foundation. The
13Foundation's Board of Directors shall be appointed as follows:
142 by the President of the Illinois Senate; 2 by the Minority
15Leader of the Illinois Senate; 2 by the Speaker of the Illinois
16House of Representatives; 2 by the Minority Leader of the
17Illinois House of Representatives; and 4 by the Governor. Each
18appointing individual shall have: one two-year term and one
19three-year term appointment. The Governor shall have 4
20four-year term appointments. If a member fails to attend 2 or
21more meetings in one year without being excused, then the
22Chair of the Board of Directors may ask the appointing officer
23to consider removing the member and making a new appointment.
24If the appointing officer considers reappointing the same

1individual, that reappointing officer shall consider the
2member's attendance and commitment to the Foundation's
3purpose. Vacancies shall be filled by the official who made
4the recommendation for the vacated appointment. The Director
5of Natural Resources shall chair the Board of Directors of the
6Foundation. No member of the Board of Directors may receive
7compensation for his or her services to the Foundation.
