1    AN ACT concerning revenue.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Property Tax Code is amended by changing
5Section 18-15 as follows:
 
6    (35 ILCS 200/18-15)
7    Sec. 18-15. Filing of levies of taxing districts.
8    (a) Notwithstanding any other law to the contrary, all
9taxing districts, other than a school district subject to the
10authority of a Financial Oversight Panel pursuant to Article
111H of the School Code, shall annually certify to the county
12clerk, on or before the last Tuesday in December, the several
13amounts that they have levied.
14    (a-5) Certification to the county clerk under subsection
15(a), including any supplemental or supportive documentation,
16may be submitted electronically.
17    (b) A school district subject to the authority of a
18Financial Oversight Panel pursuant to Article 1H of the School
19Code shall file a certificate of tax levy, necessary to effect
20the implementation of the approved financial plan and the
21approval of the Panel, as otherwise provided by this Section,
22except that the certificate must be certified to the county
23clerk on or before the first Tuesday in November.

1    (c) If a school district as specified in subsection (b) of
2this Section fails to certify and return the certificate of
3tax levy, necessary to effect the implementation of the
4approved financial plan and the approval of the Financial
5Oversight Panel, to the county clerk on or before the first
6Tuesday in November, then the Financial Oversight Panel for
7the school district shall proceed to adopt, certify, and
8return a certificate of tax levy for the school district to the
9county clerk on or before the last Tuesday in December.
