AMENDMENT TO SENATE BILL 1749

2    AMENDMENT NO. ______. Amend Senate Bill 1749 by replacing
3everything after the enacting clause with the following:
 
4    "Section 1. Short title. This Act may be cited as the
5Illinois Amateur Sports Commission Act.
 
6    Section 5. Illinois Amateur Sports Commission; purpose;
7duties.
8    (a) The Illinois Amateur Sports Commission is created.
9    (b) The purpose of the Commission is to research, study,
10and to make recommendations to the Governor and the General
11Assembly about the promotion, development, expansion, and
12fostering of amateur sports, amateur sports programs, and
13amateur sporting events throughout the State.
14    (c) Recommendations made by the Commission shall focus
15generally on the promotion and encouragement of physical
16fitness through the participation in amateur sports and

1amateur sports programs and on the development of local and
2statewide business opportunities and economic development
3relating to amateur sports, amateur sports programs,
4competitions, and events. The recommendations reported by the
5Commission to the Governor and General Assembly shall include,
6but are not limited to, the following objectives:
7        (1) To provide workshops, training, and conferences to
8    schools and communities throughout the State to increase
9    youth participation in amateur sports and amateur sports
10    programs.
11        (2) To connect public, private, local, and State
12    entities to generate funding for amateur sports programs
13    and to facilitate the communication of information
14    statewide about amateur sports programs and events.
15        (3) To support the development of and investment in an
16    Olympic Training Center in the State.
17        (4) To promote the participation of community amateur
18    sports programs in national and international amateur
19    athletic competitions and events.
20        (5) To encourage the inclusion and participation of
21    persons with disabilities in amateur sports and amateur
22    sports programs.
23        (6) To encourage the inclusion and participation of
24    persons from historically disadvantaged communities in
25    amateur sports and amateur sports programs.

1    Section 10. Membership.
2    (a) The Commission shall include the following members:
3        (1) Four members appointed by the Governor who have
4    recognized experience in promoting, organizing, or
5    administering amateur sports programs or other athletic
6    organizations.
7        (2) Two members appointed by the Governor who are
8    Olympians and who participated in youth sports.
9        (3) One member of the Senate appointed by the
10    President of the Senate.
11        (4) One member of the Senate appointed by the Minority
12    Leader of the Senate.
13        (5) One member of the House of Representatives
14    appointed by the Speaker of the House of Representatives.
15        (6) One member of the House of Representatives
16    appointed by the Minority Leader of the House of
17    Representatives.
18        (7) One member appointed by the Governor who
19    represents an Illinois high school athletic association.
20        (8) One member appointed by the Governor who
21    represents an Illinois collegiate athletic association.
22        (9) Fifteen members appointed by the Governor who
23    shall individually represent one category of the following
24    amateur youth sports, but shall as a group represent all
25    of the following categories of amateur youth sports:
26            (A) Baseball.

1            (B) Basketball.
2            (C) Gymnastics.
3            (D) Cross country running or other track and field
4        sports.
5            (E) Football.
6            (F) Golf.
7            (G) Hockey.
8            (H) Soccer.
9            (I) Softball.
10            (J) Swimming.
11            (K) Volleyball.
12            (L) Cheerleading.
13            (M) Wrestling.
14            (N) Tennis.
15            (O) The Special Olympics.
16    (b) More than 4 members of the General Assembly may be
17appointed to serve on the Commission as long as the number of
18members appointed at any time, except during a vacancy,
19represent equally each of the majority and minority caucuses
20of each house.
21    (c) The Governor shall select the chairperson of the
22Council from among the members.
 
23    Section 15. Terms; meetings; support; expenses.
24    (a) Each member of the Commission shall be appointed for a
252-year term, or until his or her successor is appointed. The

1Governor may stagger the members' terms to ensure continuity
2in the performance of the Commission's responsibilities.
3    (b) The Commission shall meet initially within 30 days
4after the effective date of this Act, and at least quarterly
5thereafter, at the times and places in this State that the
6Commission designates.
7    (c) The Department of Commerce and Economic Opportunity
8shall provide administrative and other support to the
9Commission.
10    (d) Members of the Commission shall receive no
11compensation for their participation, but may be reimbursed by
12the Department of Commerce and Economic Opportunity for
13expenses in connection with their participation, including
14travel, subject to the rules of the appropriate travel control
15board, if funds are available.
 
16    Section 20. Reporting. The Commission shall submit a
17report of its findings, research, and recommendations to the
18Governor and the General Assembly on or before December 31,
192023 and each December 31 thereafter.
 
20    Section 99. Effective date. This Act takes effect upon
21becoming law.".
