AMENDMENT TO SENATE BILL 2515

2    AMENDMENT NO. ______. Amend Senate Bill 2515, AS AMENDED,
3by replacing everything after the enacting clause with the
4following:
 
5    "Section 5. The Illinois Groundwater Protection Act is
6amended by adding Section 5-5 as follows:
 
7    (415 ILCS 55/5-5 new)
8    Sec. 5-5. Mahomet Aquifer Council.
9    (a) There shall be established a Mahomet Aquifer Council.
10The Council shall be composed of the following members:
11        (1) one member of the Senate, appointed by the
12    President of the Senate;
13        (2) one member of the House of Representatives,
14    appointed by the Speaker of the House of Representatives;
15        (3) one member of the Senate, appointed by the
16    Minority Leader of the Senate;

1        (4) one member of the House of Representatives,
2    appointed by the Minority Leader of the House of
3    Representatives;
4        (5) one member representing the Illinois Environmental
5    Protection Agency, appointed by the Director of the
6    Illinois Environmental Protection Agency;
7        (6) two members representing a national waste and
8    recycling organization, appointed by the Governor;
9        (7) one member representing a statewide environmental
10    organization, appointed by the Governor;
11        (8) three members representing a nonprofit consortium
12    dedicated to the sustainability of the Mahomet Aquifer,
13    appointed by the Governor;
14        (9) one member representing the Illinois State Water
15    Survey of the Prairie Research Institute of the University
16    of Illinois at Urbana-Champaign, appointed by the
17    Governor;
18        (10) one member representing a statewide association
19    representing the pipe trades, appointed by the Governor;
20        (11) one member representing the State's largest
21    general farm organization, appointed by the Governor;
22        (12) one member representing a statewide trade
23    association representing manufacturers, appointed by the
24    Governor;
25        (13) one member representing a community health care
26    organization located over the Mahomet Aquifer, appointed

1    by the Governor;
2        (14) seven members representing local government
3    bodies located over the Mahomet Aquifer, appointed by the
4    Governor;
5        (15) one member representing a State labor
6    organization that represents employees in the solid waste,
7    recycling, and related industries, appointed by the
8    Governor; and
9        (16) one member representing a statewide business
10    association with a focus on environmental issues,
11    appointed by the Governor.
12    (b) From among the Council's members, a chairperson shall
13be selected by majority vote and shall preside for a one-year
14term. The term of membership in the Council shall be for 3
15years.
16    (c) The Council shall:
17        (1) review, evaluate, and make recommendations
18    regarding State laws, regulations, and procedures that
19    relate to the Mahomet Aquifer;
20        (2) review, evaluate, and make recommendations
21    regarding the State's efforts to implement this Act that
22    relate to the quality of the Mahomet Aquifer;
23        (3) review, evaluate, and make recommendations
24    regarding current and potential contamination threats to
25    the water quality of the Mahomet Aquifer; and
26        (4) make recommendations relating to actions that

1    might be taken to ensure the long-term protection of the
2    Mahomet Aquifer.
3    (d) Members of the Mahomet Aquifer Council shall be
4reimbursed for ordinary and necessary expenses incurred in the
5performance of their duties, except that such reimbursement
6shall be limited to expenses associated with no more than 4
7meetings per calendar year. The Agency shall provide the
8Council with such supporting services as are reasonable for
9the performance of the Council's duties.
 
10    Section 99. Effective date. This Act takes effect upon
11becoming law.".
