1    AN ACT concerning safety.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Environmental Protection Act is amended by
5changing Section 52.10 as follows:
 
6    (415 ILCS 5/52.10)
7    (Section scheduled to be repealed on December 31, 2022)
8    Sec. 52.10. Electric Vehicle Permitting Task Force.
9    (a) The Electric Vehicle Permitting Task Force is hereby
10created within the Environmental Protection Agency.
11    (b) The Task Force shall consist of the following members,
12which shall represent the diversity of the people of Illinois:
13        (1) The Director of the Environmental Protection
14    Agency or his or her designee;
15        (2) The Director of Natural Resources or his or her
16    designee;
17        (3) The Secretary of Transportation or their designee;
18        (4) Twelve 8 members appointed by the Governor as
19    follows:
20            (A) one member of a statewide organization
21        representing manufacturers;
22            (B) one member of a statewide organization
23        representing business interests;

1            (C) one member representing an environmental
2        justice organization;
3            (D) one member representing a statewide
4        environmental advocacy organization;
5            (E) one member representing the electric vehicle
6        industry;
7            (F) one member representing the waste management
8        industry;
9            (G) one member of a statewide organization
10        representing agricultural interests; and
11            (H) one member representing a labor organization;
12        .
13            (I) one member representing a statewide
14        organization of municipalities as authorized under
15        Section 1-8-1 of the Illinois Municipal Code;
16            (J) one member from an association representing
17        automobile manufacturers;
18            (K) one member of a labor organization that
19        represents workers in the auto industry; and
20            (L) one member representing the component parts
21        manufacturing community.
22    (c) The duties and responsibilities of the Task Force
23include the following:
24        (1) identify existing and potential challenges faced
25    by the electric vehicle industry with respect to the
26    process for obtaining necessary permits from the

1    Environmental Protection Agency, the Department of Natural
2    Resources, and the Department of Transportation, and
3    potential solutions;
4        (2) conduct an assessment of State permitting fees,
5    including those necessary for electric vehicle investment
6    in Illinois, and the revenue generated by those fees;
7        (3) assess the permitting needs of the electric
8    vehicle industry, including electric vehicle
9    manufacturers, electric vehicle power supply equipment
10    manufacturers, and electric vehicle component parts
11    manufacturers;
12        (4) recommend changes to expedite permitting processes
13    to support the rapid growth of the electric vehicle
14    industry in Illinois, including support for electric
15    vehicle businesses locating or relocating in Illinois;
16        (5) analyze anticipated staffing needs across State
17    agencies to support expedited permitting efforts;
18        (6) recommend adjustments to the fee structure for
19    state permits, including those permits necessary for
20    electric vehicle investment in Illinois, that will support
21    increased staffing at state agencies;
22        (7) Consider the impact of State and local permitting
23    issues on electric vehicle charging station deployments,
24    and make recommendations on best practices to streamline
25    permitting related to electric vehicle charging stations;
26    and

1        (8) recommend legislative and regulatory actions that
2    are necessary to support changes to permitting processes.
3    (d) The Task Force shall not consider or recommend changes
4to environmental permitting standards outside of the scope of
5the duties and responsibilities outlined in subsection (c).
6    (e) Appointments for the Task Force shall be made no later
7than December 15, 2021. The Task Force shall issue a final
8report based upon its findings and recommendations and submit
9the report to the Governor and the General Assembly no later
10than August March 1, 2022.
11    (f) Members of the Task Force shall serve without
12compensation. The Environmental Protection Agency shall
13provide administrative support to the Task Force.
14    (g) The Task Force shall be dissolved upon the filing of
15its report.
16    (h) This Section is repealed on December 31, 2022.

18    Section 99. Effective date. This Act takes effect upon
19becoming law.
