Creates the Hydrogen Economy Act. Creates the Hydrogen Economy Task Force. Provides for membership of the Task Force. Provides that members of the Task Force shall serve without compensation. Provides for meetings of the Task Force. Provides that the Department of Commerce and Economic Opportunity shall provide administrative support to the Task Force. Provides for duties of the Task Force. Provides that the Task Force shall report to the Governor and the General Assembly by December 1 of each year on its activities, findings, and recommendations. Effective immediately.

| 1 | | AN ACT concerning State government.
| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 1. Short title. This Act may be cited as the | 5 | | Hydrogen Economy Act. | 6 | | Section 5. Hydrogen Economy Task Force.
| 7 | | (a) The Hydrogen Economy Task Force is hereby established.
| 8 | | (b) The Task Force shall consist of the following members:
| 9 | | (1) one member of the Senate, appointed by the | 10 | | President of the Senate;
| 11 | | (2) one member of the Senate, appointed by the | 12 | | Minority Leader of the Senate;
| 13 | | (3) one member of the House of Representatives, | 14 | | appointed by the Speaker of the House of Representatives;
| 15 | | (4) one member of the House of Representatives, | 16 | | appointed by the Minority Leader of the House of | 17 | | Representatives;
| 18 | | (5) one member representing the Governor's Office of | 19 | | Management and Budget, appointed by the Governor;
| 20 | | (6) one member representing a statewide labor | 21 | | organization, appointed by the Governor;
| 22 | | (7) one member representing a national laboratory that | 23 | | researches alternate fuels, energy, and environmental |

| 1 | | impacts, appointed by the Governor;
| 2 | | (8) one member from the Office of Energy, appointed by | 3 | | the Director of the Illinois Environmental Protection | 4 | | Agency;
| 5 | | (9) one member representing local economic development | 6 | | interests, appointed by the Director of Commerce and | 7 | | Economic Opportunity;
| 8 | | (10) one member representing a trade association, | 9 | | appointed by the Director of Commerce and Economic | 10 | | Opportunity; | 11 | | (11) one member representing the University of | 12 | | Illinois Institute for Sustainability, Energy, and | 13 | | Environment, appointed by the President of the University | 14 | | of Illinois System;
| 15 | | (12) the Director of the Illinois Power Agency or his | 16 | | or her designee;
| 17 | | (13) the Chairman of the Illinois Commerce Commission | 18 | | or his or her designee;
| 19 | | (14) the Director of Commerce and Economic Opportunity | 20 | | or his or her designee;
| 21 | | (15) the Director of Natural Resources or his or her | 22 | | designee;
| 23 | | (16) the Secretary of Transportation or his or her | 24 | | designee;
| 25 | | (17) the Director of Agriculture or his or her | 26 | | designee; and

| 1 | | (18) the Chair of the Illinois Community College Board | 2 | | or his or her designee.
| 3 | | (c) The members of the Task Force shall serve without | 4 | | compensation.
| 5 | | (d) The Task Force shall meet at least quarterly to | 6 | | fulfill its duties under this Act. At the first meeting of the | 7 | | Task Force, the Task Force shall elect a Chair from among its | 8 | | members.
| 9 | | (e) The Department of Commerce and Economic Opportunity | 10 | | shall provide administrative support to the Task Force.
| 11 | | Section 10. Duties. The Task Force shall have the | 12 | | following duties:
| 13 | | (1) establish a plan to create, support, develop, or | 14 | | partner with a Hydrogen Hub in this State, and determine | 15 | | how to maximize federal financial incentives to support | 16 | | Hub development;
| 17 | | (2) identify opportunities to integrate hydrogen in | 18 | | the transportation, energy, industrial, agricultural, and | 19 | | other sectors;
| 20 | | (3) identify barriers to the widespread development of | 21 | | hydrogen; and
| 22 | | (4) recommend government policies to catalyze the | 23 | | deployment of hydrogen in the State economy.
| 24 | | Section 15. Report. The Task Force shall report to the |

| 1 | | Governor and the General Assembly by December 1 of each year on | 2 | | its activities, findings, and recommendations.
| 3 | | Section 99. Effective date. This Act takes effect upon | 4 | | becoming law.
