1 AMENDMENT TO SENATE BILL 3707
2     AMENDMENT NO. ______. Amend Senate Bill 3707 by replacing
3 everything after the enacting clause with the following:

4     "Section 5. The Illinois Act on the Aging is amended by
5 adding Section 4.02h as follows:

6     (20 ILCS 105/4.02h new)
7     Sec. 4.02h. Community Care Program; dementia training.
8     (a) This Section shall apply to any person who is employed
9 by the Department, or by an agency that is contracted with the
10 Department, to provide direct services to individuals
11 participating in the Community Care Program.
12     (b) Dementia training of at least 2 hours shall be
13 completed at the start of employment with the Department or
14 contractor. Persons who are employees of the Department or a
15 contractor on the effective date of this amendatory Act of the
16 102nd General Assembly shall complete this training within 6

1 months after the effective date of this amendatory Act of the
2 102nd General Assembly. The training shall cover the following
3 subjects:
4         (1) Alzheimer's disease and dementia.
5         (2) Safety risks.
6         (3) Communication and behavior.
7     (c) Annual continuing education training shall include at
8 least 2 hours of dementia training covering the subjects
9 described in subsection (b).
10     (d) This Section is designed to improve the quality of
11 training for Community Care Program direct service workers. If
12 laws or rules existing on the effective date of this
13 amendatory Act of the 102nd General Assembly contain more
14 rigorous dementia training requirements for employees or
15 contractors providing direct services to Community Care
16 Program participants, those laws or rules shall apply. An
17 individual who is required to receive dementia training under
18 other laws and rules may be considered exempt, as long as the
19 requirement includes a minimum 2 hours of dementia training.
20 The individual shall be required to show proof he or she
21 received the training required under this Section.
22     (e) The Department may adopt rules for the administration
23 of this Section.".
