SYNOPSIS AS INTRODUCED:
 
105 ILCS 5/2-3.192 new

    Amends the School Code. Requires the State Board of Education and the Department of Human Services to jointly establish and administer the Community Career Connections Program beginning with the 2022-2023 school year and continuing for a period of 2 school years. Provides that the Community Career Connections Program shall provide high school credits to eligible applicants in a participating school that receives a direct service professional certification. Requires the State Board of Education and the Department of Human Services to adopt any rules necessary to implement and administer the Community Career Connections Program.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by adding Section
52-3.192 as follows:
 
6    (105 ILCS 5/2-3.192 new)
7    Sec. 2-3.192. Community Career Connections Program.
8    (a) The General Assembly makes the following findings:
9        (1) The State Board of Education is the sole State
10    agency responsible for the planning and coordination of
11    programs and services for public education and for
12    guidance on curriculum in schools across this State.
13        (2) The Department of Human Services is the sole State
14    agency responsible for the planning and coordination of
15    programs and services for community health and prevention
16    programs, for overseeing interactive provider networks
17    that treat persons with developmental disabilities and
18    mental health and substance abuse challenges, and for
19    providing rehabilitation services.
20        (3) Due to numerous factors, including the rate of
21    pay, the developmental disabilities community has a high
22    employee turnover rate and struggles to maintain
23    consistent employment levels.

1    (b) In this Section:
2    "Board" means the State Board of Education.
3    "Department" means the Department of Human Services.
4    "DSP" means a direct service professional who works
5directly with people who have intellectual or developmental
6disabilities.
7    "Eligible applicant" means a student who is enrolled in a
8participating school, is entering 11th or 12th grade, and
9meets the requirements determined by the Board to be eligible
10to receive a placement in the Community Career Connections
11Program in a particular school year.
12    "Participating school" means a public school in this State
13that has entered into an agreement with the State Board of
14Education and the Department of Human Services to provide
15students for the Community Career Connections Program.
16    (c) Beginning with the 2022-2023 school year and
17continuing for a period of 2 school years, the Board and the
18Department shall jointly establish and administer the
19Community Career Connections Program to provide high school
20credits to eligible applicants in a participating school that
21receives a DSP certification.
22    (d) The Board and the Department shall adopt any rules
23necessary to implement and administer the program established
24under this Section.
