AMENDMENT TO SENATE BILL 4028

2    AMENDMENT NO. ______. Amend Senate Bill 4028 on page 1,
3line 5, after "Section 3" by inserting "and adding Section
45.5"; and
 
5on page 2, by replacing lines 8 and 9 with "promote health,
6well-being, and human dignity and must include how to find a
7mental health provider and how to access the mental health
8system."; and
 
9on page 5, immediately below line 18, by inserting:
 
10    "Section 10. The Critical Health Problems and
11Comprehensive Health Education Act is amended by adding
12Section 5.5 as follows:
 
13    (105 ILCS 110/5.5 new)
14    Sec. 5.5. Student Mental Health Council; reporting.

1    (a) In this Section, "Council" means the Student Mental
2Health Council.
3    (b) The Student Mental Health Council is created.
4    (c) The Student Mental Health Council shall:
5        (1) Conduct meetings at least once a quarter.
6        (2) Identify barriers to youth feeling supported by
7    and empowered by their mental health.
8        (3) Evaluate available resources and services at
9    schools for students.
10        (4) Destigmatize getting help when needed for our
11    young people.
12        (5) Evaluate the impact of COVID-19 on students mental
13    health.
14        (6) Advise and make recommendations to the General
15    Assembly and the Governor regarding:
16            (A) the dissemination of information to schools,
17        including agency websites, informational materials,
18        and outreach personnel;
19            (B) available services to students and any gaps;
20        and
21            (C) how to improve state policy concerning student
22        mental health.
23    (d) The Council shall be composed of the following:
24        (1) The State Board of Education Chair or his or her
25    designee;
26        (2) One member of the Senate appointed by the Senate

1    President;
2        (3) One member of the House appointed by the Speaker
3    of the House;
4        (4) One member of the Senate appointed by the Minority
5    Leader of the Senate;
6        (5) One member of the House appointed the Minority
7    Leader of the House;
8        (6) The State Board of Education Director or his or
9    her designee;
10        (7) three members who are executive directors or chief
11    executive officers, or their designees, of minority and
12    women led organizations that are doing mental health
13    focused work for youth;
14        (8) Three people who are recent graduates of public
15    high schools;
16        (9) Three people who are recent graduates of public
17    universities; and
18        (10) The following members shall be appointed by the
19    State Board of Education:
20            (A) One current public high school student who
21        lives in Cook County;
22            (B) One current public high school student who
23        lives in central Illinois;
24            (C) One current public high school student who
25        lives in southern Illinois;
26            (D) One current public high school student who

1        lives in northern Illinois; and
2            
3            (E) One current public high school student who
4        lives in western Illinois.
5    (e) The Illinois State Board of Education shall house the
6Council and provide administrative, personnel, and technical
7support services.
8    (f) Only current public high school students, recent
9graduates of public schools, recent graduates of public
10universities, and executive directors or chief executive
11officers, or their designees, shall be compensated for their
12services. These members shall be paid $5,000 per year, to be
13paid monthly.
14    (g) The Council may form subcommittees that meet more than
15once per quarter.
16    (h) The initial Council meeting shall be convened no later
17than January 1, 2023.
18    (i) The Council shall meet with State Board of Education
19personnel quarterly.
20    (j) The Council shall prepare and deliver an annual report
21to the General Assembly and the Governor's Office by December
2231 of each year.
23    (k) The annual report shall be considered by the General
24Assembly and the Governor's Office.
25    (l) The Council is dissolved, and this Section is
26repealed, on January 1, 2026.".
