SYNOPSIS AS INTRODUCED:

    Amends the School Code. Requires each school board to provide for a program by which halal food options are offered in public school cafeterias by request. Provides further requirements concerning the providing of halal food in public schools. Defines "halal". Amends the Halal Food Act. Provides that any State-owned or State-operated facility that provides food services or cafeteria services for which food products are provided or offered for sale shall, upon request provided with reasonable notice, also offer halal food options at such facility. Provides that any halal food product offered shall be certified as halal by a State-approved organization or purchased from a State-approved halal-certified vendor. Provides that any person, organization, or vender falsely representing a food product it provides as halal or falsely representing itself as a halal-certified vendor shall be subject to penalty under the Act. Provides for the adoption of rules.

1    AN ACT concerning public health.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by adding Sections
510-20.83 and 34-18.78 as follows:
 
6    (105 ILCS 5/10-20.83 new)
7    Sec. 10-20.83. Halal food services. Each school board
8shall provide for a program by which halal food options are
9offered in public school cafeterias by request. Any halal food
10product offered under this Section shall be certified as halal
11by a State-approved organization or purchased from a
12State-approved halal-certified vendor. Any person,
13organization, or vender falsely representing a food product it
14provides as halal or falsely representing itself as a
15halal-certified vendor shall be subject to penalty under the
16Halal Food Act. For purposes of this Section, "halal" has the
17same meaning as provided under Section 5 of the Halal Food Act.

19    Sec. 34-18.78. Halal food services. The Chicago Board of
20Education shall provide for a program by which halal food
21options are offered in Chicago Public School cafeterias by
22request. Any halal food product offered under this Section

2or purchased from a State-approved halal-certified vendor. Any
3person, organization, or vender falsely representing a food
4product it provides as halal or falsely representing itself as
5a halal-certified vendor shall be subject to penalty under the
6Halal Food Act. For purposes of this Section, "halal" has the
7same meaning as provided under Section 5 of the Halal Food Act.
 
8    Section 10. The Halal Food Act is amended by adding
9Section 25 as follows:
 
10    (410 ILCS 637/25 new)
11    Sec. 25. State facility halal food services.
12    (a) Any State-owned or State-operated facility that
13provides food services or cafeteria services for which food
14products are provided or offered for sale shall, upon request
15provided with reasonable notice, also offer halal food options
16at such facility.
17    (b) Any halal food product offered under this Section
18shall be certified as halal by a State-approved organization
19or purchased from a State-approved halal-certified vendor. Any
20person, organization, or vender falsely representing a food
21product it provides as halal or falsely representing itself as
22a halal-certified vendor shall be subject to penalty under
23Sections 10 or 15 of this Act.
24    (c) The Department of Central Management Services and all

1other relevant State agencies shall adopt all rules necessary
2for the implementation of this Section.
