AMENDMENT TO SENATE JOINT RESOLUTION 52

2    AMENDMENT NO. ___. Amend Senate Joint Resolution 52 by
3deleting everything after the heading and replacing it with
4the following:
 
5    "WHEREAS, The State Board of Education has filed its
6Report on Waivers of School Code Mandates, dated January 28,
72022, with the House of Representatives, the Senate, and the
8Secretary of State of Illinois as required by Section 2-3.25g
9of the School Code; and
 
10    WHEREAS, The General Assembly finds that these requests
11have not been conducted with the most appropriate procedure
12for district-wide financial changes that have far reaching
13impacts on local communities; and
 
14    WHEREAS, The General Assembly finds that school finance
15changes should be handled in a consistent manner in

1consultation with ISBE, which shall provide recommendations on
2the best procedure to ensure changes to these requirements in
3the future are given the necessary scrutiny to ensure the best
4outcomes for school districts and communities; and
 
5    WHEREAS, The General Assembly will assess this issue
6thoroughly and address the underlying issues to ensure that
7the waiver process is used for its intended purpose;
8therefore, be it
 
9    RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL
10ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF
11REPRESENTATIVES CONCURRING HEREIN, that the waiver request
12made by Indian Prairie Unit School District #204, identified
13in the report filed by the State Board of Education as request
14M-300-6892, is approved; and be it further
 
15    RESOLVED, That the waiver request made by Naperville Unit
16School District #203, identified in the report filed by the
17State Board of Education as request M-300-6897, is approved;
18and be it further
 
19    RESOLVED, That this resolution adopted by the General
20Assembly in whole or in part shall be binding on the Illinois
21State Board of Education."
