| 2 | | WHEREAS, The members of the Illinois Senate are saddened | 3 | | to learn of the death of J. William "Bill" Braithwaite of | 4 | | Barrington, who passed away on December 6, 2020; and
| 5 | | WHEREAS, Bill Braithwaite was born in Detroit, Michigan to | 6 | | James and Eunice Braithwaite on September 28, 1928; he grew up | 7 | | on a small poultry farm and was involved in 4-H; he served in | 8 | | the U.S. Army from 1946 to 1948, beginning when he was just | 9 | | 17-years-old; during his service, he spent a year in the | 10 | | Philippines and attended the University of Santo Tomas, | 11 | | Manila; he served again in the Army National Guard from 1950 to | 12 | | 1952, during which time he was stationed in Virginia and | 13 | | Germany; and
| 14 | | WHEREAS, Bill Braithwaite attended the University of | 15 | | Connecticut, where 4-H continued to influence his life; he | 16 | | became president of the University 4-H Club, and in 1949, he | 17 | | met his future wife, Dyllis, who was the club's secretary; | 18 | | following his graduation from Columbia Law School, he was | 19 | | awarded a one-year teaching fellowship at Northwestern | 20 | | University Law School; he and Dyllis settled in Barrington in | 21 | | 1955; and | 22 | | WHEREAS, Bill Braithwaite practiced law for 64 years and |

| 1 | | served as chair of the Chicago Bar Association Municipal Law | 2 | | Committee; he began his career as a land use attorney in 1959 | 3 | | by forming the Village of South Barrington; he subsequently | 4 | | served as an attorney for many of the local villages including | 5 | | Barrington, Volo, Campton Hills, and, for over 50 years, the | 6 | | Village of North Barrington; and | 7 | | WHEREAS, Bill Braithwaite worked behind the scenes on | 8 | | fundraising projects, served on governing boards, and provided | 9 | | free legal counsel for a number of organizations; he earned | 10 | | community service awards, including Man of the Year and Board | 11 | | Director Emeritus from Family Service of the Barrington Area, | 12 | | the Barrington Area Development Council's Citizen of the Year, | 13 | | and countless others; and | 14 | | WHEREAS, Bill Braithwaite was a longtime member and | 15 | | volunteer with the Barrington United Methodist Church and | 16 | | served on the board of its affiliate, the Marcy Newberry | 17 | | Foundation; he was chairman of the Sunday School, was active | 18 | | on the Missions Commission, and was instrumental in | 19 | | establishing the church's endowment fund; he played a | 20 | | significant role in the church's relocation after it had been | 21 | | destroyed by fire; and
| 22 | | WHEREAS, Bill Braithwaite was a member of the Barrington | 23 | | Chamber of Commerce and its Executive Breakfast Club, as well |

| 1 | | as the Barrington school board; he served on the boards of the | 2 | | Barrington Area Council on Aging and the Clearbrook Center | 3 | | Foundation and recently served as the pro bono attorney for | 4 | | Let It Be Us; and | 5 | | WHEREAS, Bill Braithwaite had a generous heart and a | 6 | | brilliant mind; he will be especially remembered for his | 7 | | unquestionable integrity, strong work ethic, wisdom, | 8 | | generosity, compassion for others, and great sense of humor; | 9 | | he was humble and completely without pretense; he believed in | 10 | | social justice and inclusion; he loved being a lawyer, but | 11 | | family meant the most to him; and
| 12 | | WHEREAS, Bill Braithwaite was preceded in death by his | 13 | | parents; and
| 14 | | WHEREAS, Bill Braithwaite is survived by his wife of 69 | 15 | | years, Dyllis; his children, Nancy, Gordon, and Ann (Randy); | 16 | | his grandchildren, Amarins, Tsjalling, Austin, Preston, and | 17 | | Christopher; and his great-granddaughter, Amelia; therefore, | 18 | | be it
| 19 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL | 20 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | 21 | | J. William "Bill" Braithwaite and extend our sincere | 22 | | condolences to his family, friends, and all who knew and loved |
