| 2 | | WHEREAS, The members of the Illinois Senate are saddened | 3 | | to learn of the death of David J. Whitlow of Herscher, who | 4 | | passed away on June 8, 2021; and
| 5 | | WHEREAS, David Whitlow was born to George "Larry" and | 6 | | Phyllis (Larsen) Whitlow in Kankakee on April 4, 1966; he | 7 | | married Mistie Thurston at Trinity Lutheran Church in Herscher | 8 | | on May 7, 1994; and
| 9 | | WHEREAS, David Whitlow was the owner and operator of | 10 | | Friendly Signs in Kankakee for 33 years; and
| 11 | | WHEREAS, David Whitlow was a Mason; he was also a member of | 12 | | the Kankakee Boat Club and the Trinity Lutheran Church in | 13 | | Herscher; and
| 14 | | WHEREAS, David Whitlow enjoyed all watersports, drag | 15 | | racing, and outdoor sports; most of all, he loved spending | 16 | | time with his family; and
| 17 | | WHEREAS, David Whitlow was preceded in death by his | 18 | | mother; his father; his father-in-law, Larry Thurston; and his | 19 | | grandmother, Ruth Whitlow; and

| 1 | | WHEREAS, David Whitlow is survived by his wife, Mistie | 2 | | Whitlow; his two sons, Kyle Whitlow and Hunter Whitlow; his | 3 | | second mother, Donna Whitlow; his mother-in-law, Karen | 4 | | Thurston-Stephens; his two brothers-in-law, Chip Thurston and | 5 | | Jeremy Thurston; his sister-in-law, Heather Thurston; his one | 6 | | step-brother, Rod Paap; his one step-sister, Pam (Gary) | 7 | | Hibbert; his two nieces, Ellaine Hibbert and Hope Thurston; | 8 | | and his one nephew, Deegan Thurston; therefore, be it
| 9 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL | 10 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | 11 | | David J. Whitlow and extend our sincere condolences to his | 12 | | family, friends, and all who knew and loved him; and be it | 13 | | further
| 14 | | RESOLVED, That a suitable copy of this resolution be | 15 | | presented to the family of David Whitlow as an expression of | 16 | | our deepest sympathy.
