2    WHEREAS, The members of the Illinois Senate are saddened
3to learn of the death of Russell "Russ" Laine; and
4    WHEREAS, Russ Laine served as an infantry medic in the
5U.S. Army during the Vietnam War, where he received the Combat
6Medics Badge, a Purple Heart, and three Bronze Stars for
7Valor; he received his Bachelor of Arts from Aurora
8University; he earned his Juris Doctor from John Marshall Law
9School in Chicago in 1991; he graduated from the Police
10Administration Training Program at the Traffic Institute at
11Northwestern University and the Midwest Law Enforcement
12Executive Development Program; and
13    WHEREAS, Russ Laine began his law enforcement career with
14the Streamwood Police Department in 1976; he then worked in
15the Bartlett Police Department until 1982, where he served as
16acting chief in 1981; he became chief of police in Edgerton,
17Wisconsin until he took the chief position in Algonquin; he
18served as chief of police of the Algonquin Police Department
19from June 1985 until he retired in December 2014; he was hired
20to address a recent scandal and rebuild the Fox Lake Police
21Department in 2016, and he retired in June 2017; and
22    WHEREAS, Russ Laine served as the past president of the

1McHenry County Chiefs of Police Association, the Illinois
2Association of Chiefs of Police, and the International
3Association of Chiefs of Police, where he acted as the
4parliamentarian for nearly two decades; he helped introduce
5the Law Enforcement Torch Run for Special Olympics in
6Algonquin and McHenry County; he also lectured both nationally
7and internationally on topics such as police ethics; and
8    WHEREAS, Russ Laine earned the Law Enforcement Recognition
9Award from the Illinois Council Against Handgun Violence in
102007; and
11    WHEREAS, Russ Laine was known for his wisdom, his advice,
12and his willingness to help; he will be remembered as an
13extraordinary human being who impacted countless lives,
14including police officers, emerging leaders, his family, and
15his family of Special Olympians; therefore, be it
17ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
18Russell "Russ" Laine and extend our sincere condolences to his
19family, friends, and all who knew and loved him; and be it
21    RESOLVED, That a suitable copy of this resolution be
22presented to the family of Russ Laine as an expression of our
