| 2 | | WHEREAS, The members of the Illinois Senate are saddened | 3 | | to learn of the death of Milburn David Cain Sr. of Lake Forest, | 4 | | who passed away on December 14, 2022; and
| 5 | | WHEREAS, David Cain was born to Milburn Calkins "Bill" | 6 | | Cain and Katherine Crocker Cain in Libertyville on March 15, | 7 | | 1937; he was raised in Antioch; he earned his Bachelor of | 8 | | Science in Business Administration with a specialization in | 9 | | Accounting from Northwestern University in 1959; he married | 10 | | Sue Stinespring in 1959, and she and their second son, | 11 | | Gregory, preceded him in death in a car accident five years | 12 | | later while their son, David "Skip" Jr., survived; he later | 13 | | married Ethelwyn "Wyn" Hrdina in 1965, and they had a | 14 | | daughter, Ann, and a son, Joe; and
| 15 | | WHEREAS, David Cain was licensed to practice as a CPA in | 16 | | both Illinois and Wisconsin; he first worked as a partner with | 17 | | Jedele and Cain before working as a partner with Rose, | 18 | | Christensen & Cain; he was the sole practitioner of Milburn | 19 | | Cain & Co. in Gurnee; he served on numerous committees for the | 20 | | Illinois CPA Society and chaired the Local Government | 21 | | Committee of the Illinois CPA Society; he altogether practiced | 22 | | for 58 years; after he sold his firm in 2017, he continued to | 23 | | review for his eldest son's CPA firm in Villa Park; and

| 1 | | WHEREAS, David Cain was actively involved in the church, | 2 | | local government, and nonprofit and professional | 3 | | organizations; he was a founding member of the First National | 4 | | Bank of McHenry, a lay leader of the First United Methodist | 5 | | Church of McHenry, an elder of the First Presbyterian Church | 6 | | of Lake Forest, a longtime member of a church men's group, | 7 | | president of the McHenry School District 15 Board of | 8 | | Education, an alderman for the City of Lake, president of The | 9 | | Grove School Board, president of McHenry Hospital Board during | 10 | | its transition to Northern Illinois Medical Center/Centegra, | 11 | | and treasurer of the Ralph Smith Foundation; and
| 12 | | WHEREAS, David Cain's favorite place was his house on | 13 | | Pistakee Lake, where he enjoyed spending time with his family | 14 | | and grandchildren, completing projects around the house, and | 15 | | taking in the views of the lake and the peace and the quiet;
he | 16 | | also enjoyed reading and making breakfast for his family on | 17 | | the weekends; he loved cars, boats, music, and had most | 18 | | recently enjoyed driving his treasured 1970 Mercury Cougar | 19 | | after having it rebuilt; his favorite trip was his visit to | 20 | | Normandy; and
| 21 | | WHEREAS, David Cain was known for being detailed, | 22 | | analytical, and able to fix just about anything; he wore suits | 23 | | most days and always had a pen and/or mechanical pencil in his |

| 1 | | shirt pocket; in the fall and winter months, he sported a wool | 2 | | tweed flat driving cap; and
| 3 | | WHEREAS, David Cain was preceded in death by his parents; | 4 | | his brothers, Robert and James Cain; his first wife, Sue | 5 | | (Stinespring) Cain; and his son, Gregory Cain; and
| 6 | | WHEREAS, David Cain is survived by his wife of 57 years, | 7 | | Wyn; his son, M. David (Donna) Cain Jr., and their children, | 8 | | Theresa, Rachel, and Deborah (Conner Houchin) Cain; his | 9 | | daughter, Ann Rattin, Mark Rattin, and their children, | 10 | | Benjamin Rattin and Daniel Rattin; his son, Joseph Cain, | 11 | | Marina Bianchi, their son, Giacomo Cain, and her daughter, | 12 | | Altea Bianchi-Bellfort; Joseph's fiancée, Dayna Shaw; his | 13 | | brother, Bryan; his sisters-in-law, Margaret Cain, Miriam | 14 | | Simmons, and Donna Anding; his nieces and nephews; the Donnell | 15 | | family; the Stinespring family; and many other family, church, | 16 | | and professional friends; therefore, be it
| 17 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL | 18 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | 19 | | Milburn David Cain Sr. and extend our sincere
condolences to | 20 | | his family, friends, and all who knew and loved
him; and be it | 21 | | further
