Amends the Sports Wagering Act. Provides that the initial license fee for a master sports wagering license for a sports facility with a maximum seating capacity of 12,000 or less is $3,500,000.

| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 5. The Sports Wagering Act is amended by changing | 5 | | Section 25-40 as follows: | 6 | | (230 ILCS 45/25-40)
| 7 | | Sec. 25-40. Master sports wagering license issued to a | 8 | | sports facility. | 9 | | (a) As used in this Section, "designee" means a master | 10 | | sports wagering licensee under Section 25-30, 25-35, or 25-45 | 11 | | or a management services provider licensee. | 12 | | (b) A sports facility or a designee contracted to operate | 13 | | sports wagering at or within a 5-block radius of the sports | 14 | | facility may apply to the Board for a master sports wagering | 15 | | license. To the extent permitted by federal and State law, the | 16 | | Board shall actively seek to achieve racial, ethnic, and | 17 | | geographic diversity when issuing master sports wagering | 18 | | licenses to sports facilities or their designees and encourage | 19 | | minority-owned businesses, women-owned businesses, | 20 | | veteran-owned businesses, and businesses owned by persons with | 21 | | disabilities to apply for licensure. Additionally, the report | 22 | | published under subsection (m) of Section 25-45 shall impact | 23 | | the issuance of the master sports wagering license to the |

| 1 | | extent permitted by federal and State law. | 2 | | For the purposes of this subsection (b), "minority-owned | 3 | | business", "women-owned business", and "business owned by | 4 | | persons with disabilities" have the meanings given to those | 5 | | terms in Section 2 of the Business Enterprise for Minorities, | 6 | | Women, and Persons with Disabilities Act. | 7 | | (c) The Board may issue up to 7 master sports wagering | 8 | | licenses to sports facilities or their designees that meet the | 9 | | requirements for licensure as determined by rule by the Board. | 10 | | If more than 7 qualified applicants apply for a master sports | 11 | | wagering license under this Section, the licenses shall be | 12 | | granted in the order in which the applications were received. | 13 | | If a license is denied, revoked, or not renewed, the Board may | 14 | | begin a new application process and issue a license under this | 15 | | Section in the order in which the application was received. | 16 | | (d) The initial license fee for a master sports wagering | 17 | | license for a sports facility is $10,000,000 , except that the | 18 | | initial license fee for a master sports wagering license for a | 19 | | sports facility with a maximum seating capacity of 12,000 or | 20 | | less is $3,500,000 . The master sports wagering license is | 21 | | valid for 4 years. | 22 | | (e) The sports facility or its designee may renew the | 23 | | master sports wagering license for a period of 4 years by | 24 | | paying a $1,000,000 renewal fee to the Board. | 25 | | (f) A sports facility or its designee issued a master | 26 | | sports wagering license may conduct sports wagering at or |

| 1 | | within a 5-block radius of the sports facility. | 2 | | (g) A sports facility or its designee issued a master | 3 | | sports wagering license may conduct sports wagering over the | 4 | | Internet within the sports facility or within a 5-block radius | 5 | | of the sports facility. | 6 | | (h) The sports wagering offered by a sports facility or | 7 | | its designee over the Internet or through a mobile application | 8 | | shall be offered under the same brand as the sports facility is | 9 | | operating under, the brand the designee is operating under, or | 10 | | a combination thereof. | 11 | | (i) Until issuance of the first license under Section | 12 | | 25-45 or March 5, 2022, whichever occurs first, an individual | 13 | | must register in person at a sports facility or the designee's | 14 | | facility to participate in sports wagering offered over the | 15 | | Internet or through a mobile application.
