| 1 | | AN ACT concerning education. | 2 | | Be it enacted by the People of the State of Illinois, | 3 | | represented in the General Assembly: | 4 | | Section 5. The Southern Illinois University Management Act | 5 | | is amended by changing Section 6.6 as follows: | 6 | | (110 ILCS 520/6.6) | 7 | | Sec. 6.6. The Illinois Ethanol Research Advisory Board. | 8 | | (a) There is established the Illinois Ethanol Research | 9 | | Advisory Board (the "Advisory Board"). | 10 | | (b) The Advisory Board shall be composed of 14 members , | 11 | | including: the President of Southern Illinois University or | 12 | | the President's designee, who shall be Chairperson Chairman ; | 13 | | the Director of Commerce and Economic Opportunity or the | 14 | | Director's designee ; the Director of Agriculture or the | 15 | | Director's designee ; the President of the Illinois Corn | 16 | | Growers Association or the President's designee ; the President | 17 | | of the National Corn Growers Association or the President's | 18 | | designee ; the President of the Renewable Fuels Association or | 19 | | the President's designee ; the Dean of the College of | 20 | | Agricultural, Consumer, and Environmental Science, University | 21 | | of Illinois at Champaign-Urbana , or the Dean's designee ; the | 22 | | Dean of the College of Agricultural, Life, and Physical | 23 | | Sciences, Southern Illinois University at Carbondale , or the |

| 1 | | Dean's designee ; and 6 at-large members appointed by the | 2 | | Governor representing the ethanol industry, growers, | 3 | | suppliers, and universities or those members' designees . | 4 | | (c) The 6 at-large members shall serve a term of 4 years. | 5 | | The Advisory Board shall meet at least annually or at the call | 6 | | of the Chairman. At any time a majority of the Advisory Board | 7 | | may petition the Chairman for a meeting of the Board. Seven | 8 | | members of the Advisory Board shall constitute a quorum. | 9 | | (d) The Advisory Board shall: | 10 | | (1) Review the annual operating plans and budget of | 11 | | the National Corn-to-Ethanol Research Pilot Plant. | 12 | | (2) Advise on research and development priorities and | 13 | | projects to be carried out at the Corn-to-Ethanol Research | 14 | | Pilot Plant. | 15 | | (3) Advise on policies and procedures regarding the | 16 | | management and operation of the ethanol research pilot | 17 | | plant. This may include contracts, project selection, and | 18 | | personnel issues. | 19 | | (4) Develop bylaws. | 20 | | (5) Submit a final report to the Governor and General | 21 | | Assembly outlining the progress and accomplishments made | 22 | | during the year along with a financial report for the | 23 | | year. | 24 | | (6) Establish and operate, subject to specific | 25 | | appropriation for the purpose of providing facility | 26 | | operating funds, the National Corn-to-Ethanol Research |

| 1 | | Center at Southern Illinois University at Edwardsville as | 2 | | a State Biorefining Center of Excellence with the | 3 | | following purposes and goals: | 4 | | (A) To utilize interdisciplinary, | 5 | | interinstitutional, and industrial collaborations to | 6 | | conduct research. | 7 | | (B) To provide training and services to the | 8 | | ethanol fuel industry to make projects and training to | 9 | | advance the biofuels industry in the State more | 10 | | affordable for the institutional and industrial | 11 | | bodies, including, but not limited to, Illinois | 12 | | farmer-owned ethanol cooperatives. | 13 | | (C) To coordinate near-term industry research | 14 | | needs and laboratory services by identifying needs and | 15 | | pursuing federal and other funding sources. | 16 | | (D) To develop and provide hands-on training to | 17 | | prepare students for the biofuels workforce and train | 18 | | workforce reentrants. | 19 | | (E) To serve as an independent, third-party source | 20 | | for review, testing, validation standardization, and | 21 | | definition in areas of industry need. | 22 | | (F) To provide seminars, tours, and informational | 23 | | sessions advocating renewable energy. | 24 | | (G) To provide consultation services and | 25 | | information for those interested in renewable energy. | 26 | | (H) To develop demonstration projects by pursuing |

| 1 | | federal and other funding sources. | 2 | | (e) The Advisory Board established by this Section is a | 3 | | continuation, as changed by the Section, of the Board | 4 | | established under Section 8a of the Energy Conservation and | 5 | | Coal Development Act and repealed by Public Act 92-736. | 6 | | (Source: P.A. 102-370, eff. 8-13-21; 102-813, eff. 5-13-22.) | 7 | | Section 99.
