| 2 | | WHEREAS, The members of the Illinois House of | 3 | | Representatives wish to honor former Illinois State Senator | 4 | | Brian Stewart on his 10 years of esteemed service as a member | 5 | | of the Illinois General Assembly and thank him for his | 6 | | dedication to the State of Illinois and his community; and
| 7 | | WHEREAS, Sen. Stewart was born in Freeport to Lester and | 8 | | Genevieve Stewart on October 25, 1957, a fifth generation | 9 | | native of northwest Illinois; he was raised in Freeport along | 10 | | with his siblings, Becky, Bonnie, Brenda, and Brad; and
| 11 | | WHEREAS, Sen. Stewart joined the U.S. Army at the age of | 12 | | 18; he served as a military police officer and military police | 13 | | investigator, and he still maintains the friendships of his | 14 | | fellow soldiers to this day, attending reunions every other | 15 | | year at a selected army base; and | 16 | | WHEREAS, Sen. Stewart completed his military service with | 17 | | an honorable discharge and returned to Freeport, where he | 18 | | served as a deputy for the Stephenson County Sheriff's Office, | 19 | | rose to rank of sergeant, and served on a major case squad for | 20 | | nine northwestern Illinois counties; and | 21 | | WHEREAS, Sen. Stewart used his time off from the sheriff's |

| 1 | | department to start his first private investigating business | 2 | | at his kitchen table in 1987; his hard work and perseverance in | 3 | | small business allowed him to retire from the sheriff's office | 4 | | early to pursue private business endeavors; and | 5 | | WHEREAS, Sen. Stewart owns several businesses, including | 6 | | his primary business, Stewart and Associates, and services for | 7 | | security, private investigations, background investigations, | 8 | | civil processing, and information technology as well as | 9 | | software businesses; and | 10 | | WHEREAS, Sen. Stewart built the company from a handful of | 11 | | customers and employees to the largest employer in northwest | 12 | | Illinois with almost 500 employees and service to all 50 | 13 | | states and over 80 countries worldwide and keeps most of his | 14 | | business locations centered in his hometown of Freeport; and | 15 | | WHEREAS, Sen. Stewart served as an alderman and trustee | 16 | | for Freeport Township; he served as chair and board member of | 17 | | the Northwest Illinois Criminal Justice Commission, and he was | 18 | | also a member of the Stephenson County ETSB(911) Board, the | 19 | | Freeport Area Chamber of Commerce, and the Northwest Illinois | 20 | | Development Alliance; and | 21 | | WHEREAS, Sen. Stewart has been involved in civic | 22 | | organizations, including the United Way of Northwest Illinois |

| 1 | | as chairman, the FHN Foundation Be Cancer Free Campaign, and | 2 | | the Stephenson County Employees-UAW Local 2261 as charter | 3 | | president; and | 4 | | WHEREAS, Sen. Stewart is a current member of the Freeport | 5 | | Rotary, AMVETS Post 32, and the Stephenson County Farm Bureau; | 6 | | and | 7 | | WHEREAS, Sen. Stewart was appointed in September of 2013 | 8 | | to replace Rep. Jim Sacia in the Illinois House of | 9 | | Representatives; he was sworn in to serve the constituents of | 10 | | the 89th District at the Stephenson County Courthouse on | 11 | | October 4, 2013; and | 12 | | WHEREAS, Sen. Stewart served in the Illinois House until | 13 | | 2018 when he announced he would seek election to the Illinois | 14 | | Senate for the 45th Senate District, succeeding Senator Tim | 15 | | Bivins; he was sworn in early on December 5, 2018 to represent | 16 | | the 45th District, which encompasses all of Stephenson, Jo | 17 | | Daviess, Ogle, parts of Winnebago, DeKalb, LaSalle, Lee, | 18 | | Whiteside, and Carroll Counties; and | 19 | | WHEREAS, Sen. Stewart's most distinguishable legislative | 20 | | achievements include those benefiting police officers, | 21 | | firefighters, and emergency personnel; and |

| 1 | | WHEREAS, Sen. Stewart served as a lawmaker for over 10 | 2 | | years and served his constituents with determination and | 3 | | class; he earned the respect and admiration of his colleagues | 4 | | on both sides of the aisle; and
| 5 | | WHEREAS, Sen. Stewart's warmth, kindness, generosity, | 6 | | humor, and quick smile have been appreciated by the lawmakers, | 7 | | staff, employees, and citizens of Illinois; he was able to | 8 | | bring people together for the betterment of our State and the | 9 | | communities he served during his time in the General Assembly; | 10 | | and
| 11 | | WHEREAS, Sen. Stewart often says "Your past does not | 12 | | define your future" and believes that hard work, dedication, | 13 | | and integrity can help someone achieve the American Dream in | 14 | | Illinois, and he hopes that his story will inspire many | 15 | | generations to come to pursue their own American Dream; | 16 | | therefore, be it
