| 1 | | HOUSE RESOLUTION | 2 | | WHEREAS, The members of the Illinois House of | 3 | | Representatives are saddened to learn of the death of Joyce | 4 | | Ann Chapman of Chicago, who passed away on September 27, 2023; | 5 | | and | 6 | | WHEREAS, Joyce Chapman, born in Tokyo, Japan on February | 7 | | 19, 1956, was a dedicated organizer and civic leader of the | 8 | | City of Chicago; her professional experience of working with | 9 | | wards of the State and juvenile parolees of the Illinois | 10 | | Department of Corrections (IDOC) enhanced her abilities to | 11 | | assist the underserved populations in her community and around | 12 | | the greater Chicagoland area; with over 20 years of community | 13 | | engagement and social service experience, she worked | 14 | | tirelessly to ensure that all children and families received | 15 | | quality education, productive public safety, and adequate | 16 | | housing; and | 17 | | WHEREAS, Joyce Chapman served as facilitator of CAPS Beat | 18 | | 512 for the Chicago Police Department's 5th District from 1999 | 19 | | to 2009; she subsequently became president of the District | 20 | | Advisory Council for the 5th District; she relentlessly worked | 21 | | with residents and was instrumental in helping deter crime in | 22 | | various Chicagoland communities; as of 2016, she was appointed | 23 | | to serve on the Chicago Police Community Policing Advisory |

| 1 | | Panel (CPAP); and | 2 | | WHEREAS, Joyce Chapman lived in the historic Pullman | 3 | | community of Chicago for over 50 years, and her profound | 4 | | connection to her community and desire to revitalize it led | 5 | | her to establish the Pullman Community Development Corporation | 6 | | in May 2002, where she served as president; she also served as | 7 | | vice president on the Neighborhood Housing Services (NHS) | 8 | | Advisory Board for six years and as president of the Gately | 9 | | Park Advisory Council (GPAC) for the past 10 years; under her | 10 | | leadership, GPAC developed and implemented several community | 11 | | events, including grill-offs, holiday food and Secret Santa | 12 | | giveaways, and annual community field trips to Brookfield Zoo; | 13 | | and | 14 | | WHEREAS, Joyce Chapman passionately represented the Far | 15 | | South Side of Chicago, serving as a member of the Far South | 16 | | Community Action Council (FSCAC) of Chicago Public Schools | 17 | | (CPS) since its inception in 2011, where she held the position | 18 | | of chairwoman until June 14, 2022; she further served the area | 19 | | as the organizer and developer of a Quality-of-Life Plan | 20 | | through Local Initiatives Support Corporation (LISC) Chicago | 21 | | in January 2019, and she began serving as president of the Far | 22 | | South Chicago Coalition in 2020; and | 23 | | WHEREAS, Joyce Chapman additionally founded Woman |

| 1 | | Empowered Civic Engagement (WECE), an organization dedicated | 2 | | to promoting and advocating for women's participation in city, | 3 | | county, state, and federal legislation, in May 2016, and she | 4 | | served as the vice president for the National Community Based | 5 | | Organization Network (NCBON), which focuses on involving, | 6 | | engaging, and empowering community organizations; and | 7 | | WHEREAS, More recently, Joyce Chapman was appointed to the | 8 | | Chicago Board of Education by then-Mayor Lori Lightfoot due to | 9 | | her commitment and dedication to improving life outcomes and | 10 | | opportunities for Chicago's youth and communities; she began | 11 | | serving on June 1, 2022; during her brief tenure, she ensured | 12 | | that the voices of students and their families were heard and | 13 | | incorporated into policymaking; and | 14 | | WHEREAS, Joyce Chapman was a visionary leader, a lifelong | 15 | | learner, and an unwavering advocate for children and families | 16 | | and will be remembered for her courage, candor, and passion; | 17 | | she was a pillar of her community, and her impact on the city | 18 | | she loved so dearly will continue reverberating for | 19 | | generations; and | 20 | | WHEREAS, Joyce Chapman is survived by her daughters, | 21 | | Ashanti, Umi, and Amina, and a host of grandchildren; | 22 | | therefore, be it |

| 1 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | 2 | | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 3 | | we mourn the passing of Joyce Ann Chapman and extend our | 4 | | sincere condolences to her family, friends, and all who knew | 5 | | and loved her; and be it further | 6 | | RESOLVED, That a suitable copy of this resolution be | 7 | | presented to the family of Joyce Chapman as an expression of | 8 | | our deepest sympathy. |
