| 1 | | HOUSE RESOLUTION | 2 | | WHEREAS, Emergency Medical Technicians (EMTs), paramedics, | 3 | | and other first responders may be exposed to unforeseen | 4 | | dangers when rendering medical assistance or crisis | 5 | | intervention; and | 6 | | WHEREAS, These dangers may include rendering medical aid | 7 | | in the presence of hidden weapons to perpetrators of crime, to | 8 | | suspects attempting to elude police, or to patients confused | 9 | | or experiencing an altered state of consciousness; and | 10 | | WHEREAS, First responders may render aid to patients under | 11 | | known or unknown conditions of medical trauma, shock, comas, | 12 | | hallucinations, emotional and psychological crisis, | 13 | | intoxication, or the influence of narcotics and other | 14 | | substances; and | 15 | | WHEREAS, Emergency calls that begin as medical assistance | 16 | | or crisis intervention situations could either potentially | 17 | | evolve or suddenly transition into a very dangerous physical | 18 | | conflict, and these situations may include the presence of | 19 | | weapons, such as firearms, and may become violent, thereby | 20 | | endangering the lives of first responders, patients, and the | 21 | | public; therefore, be it |

| 1 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | 2 | | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 3 | | we urge the Illinois Department of Public Health, the Illinois | 4 | | Law Enforcement Training and Standards Board, the Illinois | 5 | | State Police, the State's fire departments and districts, the | 6 | | Office of the Statewide 9-1-1 Administrator, and all public | 7 | | safety agencies in the State to review policies and procedures | 8 | | pertaining to the potential dangers encountered by emergency | 9 | | medical technicians, paramedics, public safety | 10 | | telecommunicators, and other first responders involved in | 11 | | rendering medical assistance; and be it further | 12 | | RESOLVED, That we urge that the training of first | 13 | | responders include policies and procedures that will improve | 14 | | situational awareness and the communications of EMTs, police, | 15 | | dispatch, and firefighters to best preserve their safety and | 16 | | the safety of patients and the public from these potentially | 17 | | dangerous situations; and be it further | 18 | | RESOLVED, That we urge that the training of first | 19 | | responders include procedures and policies to help identify | 20 | | such potentially dangerous situations, how to properly | 21 | | communicate a threat with dispatch, law enforcement, and other | 22 | | relevant responders, and the appropriate actions, | 23 | | disengagement, or response needed to de-escalate dangerous | 24 | | situations; and be it further |

| 1 | | RESOLVED, That we urge the State's public safety agencies | 2 | | to critique their response to past experiences of emergency | 3 | | medical responses that evolved into violent or potentially | 4 | | violent incidents and to include, in their culture and | 5 | | procedures, open discussions about such responses and the | 6 | | necessary training, policies, and procedures needed to | 7 | | appropriately address such events in the future; and be it | 8 | | further | 9 | | RESOLVED, That suitable copies of this resolution be | 10 | | delivered to the Illinois Law Enforcement Training and | 11 | | Standards Board, the Illinois Department of Public Health, the | 12 | | Illinois State Police, the Illinois EMS Association, the | 13 | | Illinois State Ambulance Association, the Office of the | 14 | | Illinois State Fire Marshal, and the Office of the Statewide | 15 | | 9-1-1 Administrator. |
