HOUSE RESOLUTION

WHEREAS, Recycling reduces waste sent to landfills, conserves natural resources, and reduces pollution; and

WHEREAS, The State of Illinois, like any large entity, produces waste; and

WHEREAS, To reduce the amount of waste created by the State, the General Assembly created the State agency materials recycling program; and

WHEREAS, The program requirements state that, beginning in 1989, 10% of the dollar value of paper and paper products procured by Central Management Services is to be spent on recycled paper and paper products, and that percentage gradually increased to its current statutory level of 50%, which was reached in 2000; and

WHEREAS, The program requires that Central Management Services, in coordination with the Illinois Environmental Protection Agency, implement waste reduction programs designed to achieve waste reduction of at least 50% by 2000; and

WHEREAS, Members of the General Assembly would like to verify that the requirements of the program are being met; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that the Auditor General is directed to conduct an audit of the State agency materials recycling program; and be it further

RESOLVED, That the audit include, but not be limited to, the following:

(1) An examination of the spending on recycled paper and paper products by State agencies for compliance with the State agency materials recycling program, 415 ILCS 20/3; and

(2) An examination of the waste reduction programs instituted by Central Management Services for compliance with the waste reduction targets of the State agency materials recycling program; and be it further

RESOLVED, That Central Management Services, the Environmental Protection Agency, and any other State agency or other entity having information relevant to this audit are urged to cooperate fully and promptly with the Auditor General's Office in the conduct of this audit; and be it further

RESOLVED, That the Auditor General commence this audit as soon as possible and report its findings and recommendations upon completion in accordance with the provisions of the Illinois State Auditing Act; and be it further

RESOLVED, That suitable copies of this resolution shall be delivered to the Auditor General, the Director of the Environmental Protection Agency, and the Director of the Illinois Department of Central Management Services.
