| 1 | | HOUSE RESOLUTION | 2 | | WHEREAS, The members of the Illinois House of | 3 | | Representatives wish to recognize Charles D. Johnson for his | 4 | | 33 years of distinguished service to the State of Illinois, | 5 | | Lake County, and the Village of Buffalo Grove, contributing | 6 | | significantly in each capacity to the welfare of the | 7 | | communities he served; and | 8 | | WHEREAS, Charles Johnson was admitted to the Illinois bar | 9 | | in 1986; he served the State of Illinois for four years as an | 10 | | assistant state's attorney in Lake County, where he worked in | 11 | | every division of the state's attorney's office, including | 12 | | traffic and misdemeanor, felony review, and lastly in the | 13 | | felony division, where he successfully prosecuted a decades | 14 | | old murder case; and | 15 | | WHEREAS, Charles Johnson practiced municipal law for 10 | 16 | | years in Lake County and, in that role, engaged with, advised, | 17 | | and mentored many young attorneys, seeking to facilitate their | 18 | | professional growth and success and helping them to establish | 19 | | relationships in the legal community; and | 20 | | WHEREAS, Charles Johnson was appointed an associate judge | 21 | | in the 19th Judicial Circuit on January 19, 2005, and he was | 22 | | reappointed in 2007, 2011, 2015, and 2023, serving on the |

| 1 | | bench with impeccable professionalism, character, integrity, | 2 | | and compassion for 19 years; and | 3 | | WHEREAS, Charles Johnson has presided in both criminal and | 4 | | civil courtrooms in the 19th Judicial Circuit, adhering to | 5 | | principles of equity, fairness, and common sense; he has | 6 | | demonstrated a steadfast commitment to the impartial | 7 | | administration of justice, fostered public trust, and upheld | 8 | | the honor and dignity of the judicial system; and | 9 | | WHEREAS, Charles Johnson has also served the judiciary and | 10 | | the legal profession through his work on various judicial | 11 | | committees, including the Court Rules and Forms Committee, the | 12 | | Court Technology Committee, the Electronic Benchbook | 13 | | Committee, and the Judicial Education Committee; he worked on | 14 | | many special assignments, including the establishment of | 15 | | remote court practices during the COVID-19 pandemic and the | 16 | | creation and launch of the Integrated Case Management System | 17 | | for all four justice partners; he was awarded the Criminal | 18 | | Division Award in 2016 and 2021; and | 19 | | WHEREAS, Charles Johnson has contributed his time and | 20 | | energy and demonstrated unwavering commitment to the | 21 | | betterment of the legal community over the course of his | 22 | | distinguished career in countless other ways, including by | 23 | | serving as co-editor of the Docket Editorial Board, the |

| 1 | | official monthly publication of the Lake County Bar | 2 | | Association, supporting and performing in countless events and | 3 | | fundraisers for the Lake County Bar Foundation and other | 4 | | non-profits, and working to enhance equal access to legal | 5 | | services and justice for all; and | 6 | | WHEREAS, Charles Johnson has sought to serve as an | 7 | | inspiration and role model for Lake County's youth and to make | 8 | | his communities stronger and more vibrant by mentoring | 9 | | hundreds of students, frequently speaking to classes of high | 10 | | school students, allowing students to shadow him in the | 11 | | courthouse, and reading to primary school students on his | 12 | | lunch break; and | 13 | | WHEREAS, Charles Johnson served the Village of Buffalo | 14 | | Grove in a myriad of capacities over his long career in public | 15 | | service, including as an elected village trustee, as a member | 16 | | of the Plan Commission, as a member of the Appearance | 17 | | Commission, and in several other volunteer capacities, | 18 | | including as a parade announcer for the Buffalo Grove Days | 19 | | Parade; therefore, be it | 20 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | 21 | | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 22 | | we congratulate and express our gratitude to Charles Johnson | 23 | | for his many years of outstanding service and dedication to |
