AMENDMENT TO SENATE BILL 381

2    AMENDMENT NO. ______. Amend Senate Bill 381 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The State Property Control Act is amended by
5adding Section 7.9 as follows:
 
6    (30 ILCS 605/7.9 new)
7    Sec. 7.9. Surplus real property assessment; report.
8    (a) The administrator shall assess surplus real property,
9as defined under Section 7.1, and determine the marketability
10of the property in its current condition. The administrator
11shall consider the following factors in making an assessment
12under this Section:
13        (1) the length of time the property has been
14    designated as surplus real property;
15        (2) the annual State maintenance and security costs;
16    and

1        (3) any excessive liabilities or other prominent
2    concerns.
3    (b) The administrator shall prepare a report based upon
4the assessment that includes all surplus real properties. The
5report shall further include:
6        (1) the number of years each property has been vacant;
7        (2) the annual maintenance costs the State incurs for
8    each property; and
9        (3) a statement describing the latest attempts made by
10    the administrator to sell each property, including, where
11    available, the estimated demolition and remediation costs
12    at the time of the last attempted sale.
13    (c) By February 1, 2025 and February 1 of every
14odd-numbered year thereafter, the administrator shall submit
15the report prepared under this Section to the Governor and the
16General Assembly.
17    (d) The administrator may adopt rules necessary to
18implement and perform the requirements of this Section.
 
19    Section 99. Effective date. This Act takes effect upon
20becoming law.".
